Contract length: Anticipated 5-Week assignment , including remote consultation and in-country support

The role
Save the Children is anticipating the expansion of services in South and Central Syria, requiring strong systems to prevent fraud and the diversion of goods to partners, contractors, staff, as well specifically to parties to the conflict. The consultant will strengthen systems to manage risk and protect staff, partners and communities.

The Consultant will work with SCIs Syria Hub based in the Middle East and Europe (MEE) Regional Office to map, consolidate and develop the necessary systems and tools to strengthen risk management policies and procedures in South and Central Syria, in line with internal and donor policies. The consultant will perform a fraud risk assessment, based on the USAID Fraud Prevention and Compliance Standards, and provide recommendations about how we can strengthen the mitigation measures that are currently in place, particularly with respect to working remotely through partners with a specific focus on risk management, compliance and due diligence related to fraud, aid diversion, sub-award management and remote management. The consultant will then work with the Syria Hub on strengthening and developing these measures.

QUALIFICATIONS AND EXPERIENCE:

  • Substantial experience and knowledge of effective compliance procedures for USG funded programs
  • Prior experience of working on fraud prevention and risk management roles within a complex emergency response in a fragile state/conflict setting
  • Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Ability to analyse information, evaluate options and to think and plan strategically.
  • Excellent communication skills
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Fluent in written and spoken English
  • Commitment to the aims and principles of Save the Children, in particular, a good understanding of the SCI mandate and child focus and an ability to ensure this continues to underpin our support.
  • Ability to work independently on own initiative
  • Excellent IT skills in Microsoft Word, Microsoft Excel.
