FINANCE OFFICER JORDAN

Position: Finance Officer Jordan
Location: Amman, Jordan
Application Deadline: 6 November 2017
Duration: Full-time for 12 months with possibility of extension (3 months’ probation)
Start Date: As soon as possible

The Local Finance Officer will be responsible for general finance and project management, office management, networking, proposal writing support, and other tasks are requested to perform in collaboration with the Project Officer, Program Officer, and Country Manager. The Finance Officer will report to the Head of Finance and the Country Manager.

 

MAIN TASKS AND RESPONSIBILITIES

The responsibilities and tasks include, but are not limited to:

  • Oversee the overall financial and administrative management of the programme.
  • Create and maintain a system to monitor and forecast cash requirements to meet expenditures in close coordination with the implementing staff.
  • Draft financial and general procedures for use in the office in coordination with the Country Manager.
  • Be the main contact for financial matters to all partners in the country and to the Finance department of SPARK in HQ in the Netherlands;
  • Control and process financial reports of local partners; audit if needed.
  • Oversee the contracts with implementing partners including governmental, non-governmental, and community-based organizations as well as with service providers for the programme (individuals and companies).
  • Representing SPARK Jordan interest at finance meetings;
  • Attend relevant coordination meetings for NGOs.
  • Representation and networking with donors and partner institutions.
  • Monitor entrepreneurs’ loans portfolios and maintain contact with local bank and micro-finance institutions.
  • Prepare monthly shadow budget for tracking the delivery of the programme;
  • Establish monthly cash requirements for the office and request timely replenishments from HQ.
  • Perform daily routine accounting tasks, e.g. approve and make payments and other financial transactions to ensure compliance with staff rules, financial rules and implementing instruments/authority; process all payments in the bookkeeping system.
  • Ensure the compliance of all the provisions of guidelines regarding personnel management, procurement, sub contract and financial management.
  • Manage all correspondence related to administration and finance.
  • Office management support on finance and general matters;
  • Administrating SPARK’s car use and make bookings
  • Proposal writing, especially budgets, for new projects;
  • Any other functions as designated by the Country Manager.

REQUIREMENTS AND SKILLS

  • Bachelor or master’s degree in Finance, Accounting or any other related field.
  • Previous experience of working in training and coaching in Financial Management and project management, especially in drawing up activity budgets and reporting to donors.
  • Excellent verbal and written language skills in English and Arabic.
  • Good communication and social skills and the ability to work in a multicultural setting;
  • Organisational skills and the ability to work independently;
  • Ability to work under pressure;
  • High energy, pro-active and service minded;
  • Hands-on attitude and willing to help out flexibly if required;
  • Legally permitted to work in Jordan.
