OBJECTIVE OF THE POSITION:

Under the management of the Finance Officer, the Finance Assistant will responsible for the smooth implementation of the standard financial procedures, in a qualitatively and timely manner, making sure all donor and HI’s requirements are met.

Line manager:  Finance Officer

Line manager+1: Finance Manager

Functional Link: Finance Team in Syrian Coordination Office, HQ

RESPONSIBILITIES:

Implementation of Financial Procedures

  • Ensure the existent procedures are respected by checking the documentation (bills, Purchase orders etc);
  • Implementation of new procedures which could ensure a better control on financial matters and to improve the effectiveness of the financial /accounts department.

    Cash-flow management

  • Assist in preparing the forecast in accordance with the HR and logistic needs.
  • Manage petty cash, giving out cash after making sure that all validation checks are complete.
  • Prepare bank transfers (e-banking) after making sure that all validation checks are complete.
  • Pay Per diems and all travel / visa reimbursement upon providing validated invoices/ receipts.
  • Record the expenses in cash book on daily basis.
  • Perform daily cash count singly and weekly with the Finance Officer and to archive cash inventory every day.
  • Draft cheques after making sure that all validation checks are completed and all procurement procedures are respected and keep copies of prescribed procurement documents with the vouchers.
  • Record the expenses in book on daily basis.
  • Remain vigilant to circumstances which indicate risk of theft.

Expenditures Posting

  • Post all the expenditures in the relevant Navision journals.
  • Allocate expenditures under the correct analytical accounting codes.
  • Allocate expenditures under appropriate accounting head.
  • Ensure all descriptions are as prescribed by the HQ.
  • Reconcile books on daily basis.
  • Timely inform the line management if there is any difference between books.

Monthly Closure of Accountancy

  • Reconcile accounts at the end of each month.
  • Realize monthly financial controls (Transfers’ pre-matching, 3rd party accounts pre-matching, validated cashbooks for all the accounts, monthly cash count and bank reconciliation) and sent it to HQ;
  • Update the status of all outstanding cash advances and security deposits.
  • Chase the open advances that remain outstanding for more than one month.
  • Respect the deadlines;

Accounting Vouchers Management

  • Translate all the accounting documents in English.
  • Scan and archive copies of the vouchers in the site and share them with the Line Manager.
  • Dispatch original vouchers to HQ by ensuring that all procedures are met.
  • To make sure that vouchers are in sustainable packing and will remain secure.

ReQUIREMENTS:

Education and experience:

  • Degree in Accounting / Finance/ Economics/ or similar.
  • 1 year experience in the same role / support roles.
  • Previous experience with NGO/INGO would be a strong asset.
  • Ability to work in a large and complex emergency & development work environment.
  • Understanding of the Humanitarian sector
  • Should be computer Literate, i.e Familiar with MS Word and Excel power point.

  • Strong interpersonal and intercultural skills

JOB CONDITIONS:

– Remuneration: according to HI salary grid (Starting salary 642 JODs)

– Duration/ Type of contract: 6 months renewable –

– Others: 100% Health insurance coverage

– Timing: 8:30am to 5:30pm from Sunday to Thursday with one hour lunch break.

(Note that working time can go up to 48 hours per week (according to the Jordanian labour law) if it is required by the volume of activities and by the line manager.)
