The incumbent of this post reports directly to Chief Disease Prevention & Control Division. In accordance with Agency policy and procedures, the incumbent will:
Primary Duties and Responsibilities
·         Provide substantive input and support the development of Mental Health strategy for the Health Department; provide technical advice to the relevant staff in the Health Department in the Fields;
·         Lead the integration of the strategy in the UNRWA health services and support the Field Offices in the integration of Mental Health strategy into the primary health care services at UNRWA health centers; monitor and evaluate the integration, including developing and updating of the Technical Instructions, monitoring indicators and regularly assess the progress and develop periodic progress reports;
·         Monitor the Agency’s health information system with respect to Mental Health services and carry out periodic reviews to assess the efficiency, effectiveness and coverage of the program and conduct related research;
·         Advise the Chief Disease Prevention and Control Division and the Director of Health, based on the progress of the mental health integration, the future strategic directions and practical steps on the integration of mental health strategy in health services; provide support, as necessary, in the departmental and Divisional plan, relevant guidance, clinical guidelines and periodic assessments of programme activities;
·         Lead the preparation of the training plans, act as facilitator of  the training materials and  Agency-wide and ensures the sustainability  of capacity building of staff on mental health;
·         Ccoordinate, as a focal person for the mental health in the Health Department, with MHPSS Coordinator in the Protection Division to ensure full alignment within the Agency-wide MHPSS approach, and effective collaboration with all related services available within UNRWA including referrals of mental health cases to relevant services managed by other Division and Departments in UNRWA, and contacts related NGOs, ministries of Health, WHO and other related organizations, as necessary.
Professional Knowledge and Experience
·         A university degree from an accredited educational institution in medicine or medical related sciences from a recognized university;
·         Master degree from an accredited educational institution in public health, and/ or postgraduate degree in  psychiatry or psychology;
·         A valid license to practice Medicine;
·         At least seven years’ of relevant experience , of which at least three years in public health management, or in the area of mental health;
·         Excellent command of written and spoken English and Arabic.

Equivalency
When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
Additional Information
The incumbent may be required to travel in the Area of Operations and work beyond regular working hours.
Conditions of Service
The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary JD 1875.10 plus special occupational allowance of 15% of the basic salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
