Deputy Chief of Party – Syria

The Near East Foundation (NEF) is seeking a dynamic and talented Deputy Chief of Party (DCOP) for a USAID-funded livelihoods program in Southern Syria, based in Amman, Jordan. The project seeks to strengthen market access and functionality, agricultural production, vegetable and fruit value chains, and natural resource management capacity while enhancing livelihoods.
For over 100 years, NEF has worked to build more sustainable, prosperous, and inclusive communities in the Middle East and Africa through education, governance, and economic development initiatives. NEF’s programs are organized around four themes: Peacebuilding, Civic Engagement and Education, Sustainable Agriculture, and Microenterprise Development.
Position Description:
The DCOP, in coordination with the Chief of Party, shall lead the implementation of this project including oversight and management of Amman and Syria-based staff as well as management of subcontractors in Syria. The DCOP will also support the compliance and communications of the project and represent NEF and the project to outside parties as needed. The DCOP and COP will work in concert to ensure that project deliverables and targets are satisfied ethically and on schedule, that emerging opportunities are creatively leveraged, and that results are supported by verifiable data.
Responsibilities:
Reporting to the Chief of Party based in Amman (Jordan) the DCOP will:
  • Monitor progress against the implementation plan and ensure that activities are conducted on schedule and the deliverables are developed and submitted on a timely basis.
  • Provide managerial support to the project team, ensuring that staff have appropriate resources and guidance to implement the project.
  • Collaborate with NEF field offices and partner organizations to maintain and share a current understanding of implementation progress and challenges.
  • Ensure project compliance with local laws and with USAID regulations.
  • Represent NEF and the project as needed to outside parties.
  • Serve as Acting Chief of Party as needed.
Qualifications:
  • Must be legally authorized to work in Jordan at the time of application.
  • Demonstrated ability to successfully manage and motivate teams toward a project vision.
  • Proven ability to take initiative and to develop creative solutions in project implementation.
  • At least eight years of progressively responsible experience in the humanitarian, transition, or development field.
  • In-depth knowledge and demonstrated engagement on Syria-specific development issues required.
  • Demonstrated ability in managing sub-contractors or sub-agreements is highly desirable.
  • Excellent interpersonal and oral and written communication skills.
  • Previous experience in data analysis, working with indicators and targets, and report writing.
  • Master’s degree in economics, agronomy, agricultural science, or related field.
  •  Fluency in Arabic (Levantine dialect and MSA) and English, written and spoken is required.
