١) Finance Officer

Through the Jordan Country Program, the R&D lab is launching an innovative employment hub that aims to generate at scale employment opportunities for Jordanians and Syrian refugees in Jordan The IRC has been operational in Jordan since 2007 and today, the IRC responds to refugees and Jordanians most urgent and sensitive needs, including health care, women’s protection and empowerment, child protection, and economic resiliency. Building off existing IRC Jordan livelihoods and protection programming, the employment hub will house a series of new, data-driven, experimental interventions that seek to match-make Jordanians, refugees and firms and provide the necessary support to individuals in getting to work.

Job Summary:
The Finance Officer in the Amman Office performs the day-to-day finance operations for the employment hub. He/she works with the Employment Hub Manager, Finance Manager and the Deputy Finance Controller in the maintenance and oversight of the accounting operations to ensure that all finance operations for the employment hub are performed in accordance with IRC and country office policy and procedures.

Main Responsibilities:
Accounting/Treasury
· Manage all aspects of day to day operations of accounting for the Employment Hub Program.
· Assist in the implementation of finance policies, procedures and systems.
· Ensure compliance with IRC procedures and guidelines.
· Ensure compliance with donor protocols and requirements.
· Review all payment documents and maintain adequate back up.
· Review purchase requests against the budget, ensure availability of funds prior to processing and consult with budget manager when needed on charge codes.
· Review program advance liquidation.
· Submits payment requests to the Mafraq finance department.
· Scans and digitally files all payments related to the program on daily basis.
· Conduct a time sheet audit and reconcile with financial data for the program from on quarterly basis.
· Reviews petty cash reconciliations.
· Process the bi-monthly online budgeting (BVA PR) audit and payment audit.

Cash programing
· Prepare & review requests for the flexible cash assistance component of program
· Work with Cash Officer to ensure compliance with IRC procedures and guidelines
· Prepare monthly reconciliations program data vs SUN data and bank data for cash programming

Other
· Provide training to Employment Hub program staff on finance issues
· Assist the Budget & Reporting Manager in donor reports preparation.
· Review all Purchase Orders and Purchase Requests for proper coding and budget adequacy
· Liaise with Supply Chain, Administration and Program on purchase requests and payment issues.
· Any other finance related tasks as assigned by direct supervisor

Requirements:
· Bachelor’s degree in Finance, Accounting or Advance Diploma in Accounting from recognized College/Institution
· Minimum of three years of finance or accounting experience
· Computer literate with significant experience in MS Office, accounting package knowledge (SUN system) will be an added advantage.
· Previous experience with International NGOs and/or USAID projects is highly desirable.
· Effective communication skills, both written and verbal
· Fluency in English
· Excellent skill with MS. Excel is a must.

٢) Community Outreach Women’s Protection and Empowerment Officer – Azraq

BACKGROUND TO IRC
Founded in 1933, the International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives.
Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan. IRC’s recent and current programs in Jordan focus on interventions that address Gender Based Violence, specifically violence against Syrian and Jordanian women and girls.
Working in coordination with the humanitarian community and the Government of Jordan, the IRC’s assistance program for Syrian refugees is focused on supporting the health sector through two reproductive health clinics and 3 Women Centers in Ramtha, Mafraq and Irbid. In Zaatari, the IRC is taking up responsibilities as the lead GBV implementing partner providing GBV prevention and response services through 4 Women Centers.
In Northern Jordan IRC provides reproductive health and primary health care, including clinical care for sexual assault survivors (CCSAS) and counselling services, specialized case management and mental health services, as well as cash assistance to mitigate risks to GBV and exploitation. IRC also provides trainings for community members on GBV and access to services and provides specialized trainings and mentoring for service providers in case management and clinical care of sexual assault survivors.
SCOPE OF WORK
As part of IRC’s Women’s Protection and Empowerment Program, the Senior Response officer will be responsible to oversee the quality of response services for GBV survivors, including Case management and Psychosocial support services in the Women center in Zarqa. The main role of the Senior Response officer is to provide ongoing supervision, capacity building and technical support to counsellors and ensure they provide timely, compassionate and confidential care for GBV survivors as well as vulnerable women and girls. She/He provides technical guidance for case management and psychosocial support; ensure coordination amongst partners and regular update of the referral pathway. She/He feedbacks regularly to the WPE Program Manager, identify successes, challenges and proposes solutions for improvement of quality responses services. The Senior Response officer will supervise 2AWO staff 2 community workers and 2 counsellors.
SPECIFIC DUTIES AND RESPONSIBILITIES
Control quality
· Ensure that all counselors under his/her responsibility treat survivors and clients with respect, dignity and compassion, always maintaining confidentiality.
· Ensure that all counselors understand and practice the survivor centered approach
· In collaboration with the WPE program manager, ensure that all counselors knows, understand and follow GBV best practices and standards including GBV SOPs, case management and psychosocial standards

Technical supervision and support
· Provide individual supervision meeting to each supervised staff on a bi-weekly basis and share feedbacks and recommendations with the PM.
· Organize weekly cases conferences on a weekly basis and share feedbacks and recommendations with the PM.
· Use the supervision tool, including quality criteria checklists and follow up.
· With the support of the WPE PM, is available during the day to respond to any crisis situations and high-risk cases that require his/her additional support (complex cases, clients with suicidal thoughts/plan, clients that needs to be referred to FPD).

Documentation and reporting
· Review all cases files on a monthly basis, and ensure that all forms are completed and filed accurately
· In collaboration with the WPE PM, provides technical support in the use of the GBVIMS forms and incident recorder
· Ensure that all staff prepares weekly and monthly data and narrative reports
· Collect and send compiled weekly and monthly data and narrative reports

Internal and external coordination
· Meets on a regular basis with other services providers and ensure quality, open and smooth coordination with partners
· Ensure that all IRC and partners knows, understand and make use of the referral pathway
· Attend coordination meeting if needed
Other

٣) Women’s Protection and Empowerment Counselor – Azraq

SCOPE OF WORK
The WPE Counselor responds to incidents of gender-based violence (GBV) reported by survivors in a timely, survivor-centered and caring manner in order to ensure that survivors can heal through receiving planned quality holistic and appropriate health, legal safety and security and psychosocial care and support. The Counselor is responsible for delivering case management and counseling services. The Counselor also assists in raising awareness to prevent gender-based violence incidents from happening and to ensure that survivors of GBV know what the services available to them are and how to access them. The Counselor works with survivors of GBV, community partners such as CBOs, service providers and local authorities.

SPECIFIC DUTIES AND RESPONSIBILITIES
Case Management
· Treat survivors and other vulnerable beneficiaries with respect, kindness and in a caring manner, always maintaining confidentiality and based on survivors’ needs and wishes.
· Give survivors information about consequences of GBV sexual assault, mandatory reporting regulations and help them identify their needs and options.
· Develop action plans to address survivors’ physical, emotional, psychological, social, protection, and financial needs and provide follow up to ensure needed services are provided.
· Contribute to mapping services in areas reached by the outreach team with mobile service delivery.
· Contribute to the identification of safe spaces in communities that are adapted to confidential service provision.
· Complete confidential incident report and all other case related forms.
· Compile GBVIMS data on a monthly basis.
· Work closely upon consent of the survivor with Health and ERD staff as well as other service providers to ensure successful and timely referrals and holistic care of survivors. Attend field referral meetings as needed.
· Participate in case conferences, file reviews and any other meetings as required.
· Provide one-on-one emotional support counseling and guidance to GBV survivors and other vulnerable groups.
· Provide group counseling based on IRC guidelines.
· Provide referrals for clients in need of additional specialized mental health support.
· Conduct home visits in collaboration with WPE community workers.

Awareness-raising
· Work closely with other WPE staff to sensitize community members to GBV and IRC services available within the IRC urban centers and in safe spaces in communities.
· Contribute to the analysis of GBV caseload reported to the IRC, in order to provide feedback on needs and gaps to community workers and the wider WPE team
· Work closely with the community workers to provide outreach to encourage survivors to come forward and seek assistance.

Other Duties
· Compile and prepare weekly reports and any other data as required by the senior officers and WPE Manager.
· Act as ‘Focal Point’ based on a revolving system, with responsibility for volunteer payments, service contract payments, drafting PRs and coordinating visits.
· Assist the WPE Senior Outreach Officer and Deputy Program Manager – Partnerships & Mobile Activities in daily implementation of tasks as required and notify them immediately when issues arise.

Inside Syria, 6.1 million people are internally displaced and 13.1 million are in need of humanitarian assistance, with three million in hard-to-reach areas. There are 5.4 million Syrian refugees in neighboring countries. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure is likely to take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis. With an annual regional portfolio of $90 million within a rapidly expanding portfolio, supported by more than 3000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Iraq, Lebanon and Jordan. Inside Syria, the IRC is specifically focused on health, cash assistance, education, child protection, women’s protection and empowerment, and livelihood programming. Job Overview/Summary: As a member of the IRC’s Syria health program, the Health Management and Information System (HMIS) Manager will work closely with the Health Coordinator, Clinical Advisor, M&E Coordinator, and Regional Technical Advisor to drive adoption of a new health information system to support programming in Syria, and strengthen the approaches to measurement and use of data for programmatic decision making. In addition, s/he will receive support from and work in close collaboration with IRC’s HQ and regional technical units, in particular the Regional Health Technical Advisor, Regional ICT4P Coordinator, Regional Management Action Coordinator, and the DHIS2 technical team. The position will be based in Amman and will report to the Senior Health Coordinator. As the office structure is undergoing revision, reporting lines might be revised accordingly. Major Responsibilities:
Lead the continued adoption of Health Information System across the NE, S, and NW Syria teams striving for alignment in processes and information where possible.
· Collaborate with country and regional health and M&E teams to ensure system is meeting objectives of monitoring activities, data management needs, reporting requirements, and information sharing;
· Define and implement processes and procedures for information management
o Develop and implement strategies for collecting, storing, cleaning and analyzing data for direct and partner implemented facilities;
o Develop training materials and train country staff in the management and use of information and support the training of program staff on the system to be used, devices and any other end-users issues related to data management and security;
o Support development of partner data collection, cleaning, and management as a liaison between the health and partnership teams;

Oversee and Maintain the Health Information System
· Maintain harmonized datasets for all program components in line with the Syria HMIS strategy, programming and data management needs;

The Pharmacy coordinator will oversee and support all relevant issues related to pharmaceuticals, medical supplies and medical equipment within IRC’s Health program portfolio. S/he will be the technical lead on compliance with selection, quantification, procurement, quality, warehouse and health facilities’ stock management, as well as rational use of medicines and medical material for the entire health program. The Pharmacy coordinator will ensure all procurement, the related information management, transfers, storage and distribution are compliant with donor and IRC policies and regulations while maintaining best practices. S/he will provide technical support to implementing partners and well as IRC’s Syria-based implementation teams. This position will be supervised by the Senior Health Coordinator working in close collaboration with Supply Chain Coordinator and Health Coordinators, warehouse teams, pharmacists, health partners, and operational support teams. As the office structure is undergoing revision, reporting lines might be revised accordingly.
Major Responsibilities
1. Pharmaceuticals and Supplies Management:
· Working closely with Health Coordinators and technical advisors – particularly the Pharmacy Technical Advisor (Health Unit) – to define and update program’s essential drug lists in line with activities, definitions of basic service packages, health technical unit guidance, and donor requirements.
· Working in collaboration with the Supply Chain Coordinator, the Senior Manager for Pharmaceutical Procurement (Global Supply Chain), and the Pharmacy Technical Advisor to ensure adequate pharmaceutical suppliers in country[1], carrying out the standard prequalification process, and planning for the regular supply of pharmaceutical items, avoiding shortages and stocks-outs.
· Maintains a global overview of medical stocks for the program; Monitors the availability of medical products to avoid stock-outs and financial losses generated by expired items; Collaborates with the Health & Supply Chain Coordinators and to define stock security levels;
· Participates in defining strategies for supply, management, distribution and use of medical products in line with IRC’s recommendations and policies; in collaboration with Health and Supply Chain Coordinators, lead development/use of new pharmaceutical stock management systems and software;
· Participates in developing and implementing the pharmaceutical supply chain standard operating procedures;
· Ensures respect for Good Distribution Practices for Pharmaceutical Products (GDPs) at coordination/project stock level, and good dispensing practices in end user units;
· Manages stock data and indicators, analyzes and interprets performance to make necessary programmatic decisions or course corrections in collaboration with Health and Supply Chain staff (consumption, stock levels, stock-outs, pre-stock-outs, over-stocking, donations, expired products, disposal, etc.);
· Provides regular reports on stock data and indicators as well as rational drug use;
· Coordinates with the supply chain team to drive and oversee the cycle of pharmaceutical, medical supplies and equipment procurement to ensure alignment with donor and project requirements appropriate technical specifications matching need; and integrity of all bid, tender, and delivery processes;
· Conducts regular audits and follow up on recommendations on GDPs: the layout of the warehouse, storage, product arrangement, reception, distribution and transport.
· Coordinate with supply chain to ensure efficient store release, distribution, and transfer of all stock to the required field site locations;

2. Technical Support and Capacity Building:
· Provides technical advice and support to the Health Coordinators and Senior Health Coordinator on best management practices for medical commodities.
· Supervises the Syria country program pharmacy managers, including review and follow up, as needed, of periodic pharmacy manager reports.
· Carries out regular field visits to the programs’ field sites, including in Syria, to provide technical assistance; maintain regular work plans in line with project objectives and identified capacity building needs; during field visits will ensure:
o A clear and coherent distribution flow with adapted tools and standard product lists,
o Good Distribution Practices and Good Dispensing Practices in the supported pharmacies,
o A quality-assurance system incorporated into the health facilities and medical stores
o Follow-up and consumption analysis system, including communication network within medical teams as it relates to stock levels, stock-outs, pre-stock-outs, use of new products, and prescription status
· Build the capacity of field-based staff (e.g. pharmacy managers, pharmacists, medical store officers, health officers) on the proper management of medical stock through remote trainings, in-person trainings (in Syria and Turkey), and on-job coaching;
· Build the capacity of field-based staff on rational drug use;
· Provide indirect supervision of staff responsible for pharmacy management in the field;

1. Technical Support and Monitoring for Partner Implemented Activities:
· Develop and maintain strong relationships with pharmacy focal points in each partner organization;
· Working in collaboration with the partners in across the Syria country program to assess the pharmacy management system they have and to develop the tools enabling them to efficiently manage medical and pharmaceutical commodities, ensuring at the same time the alignment with donor and project requirements.
· Support IRC partners and supported facilities to comply with national and international standards (including drug stock management guidelines, essential drug list, and standard equipment).
· Work in collaboration with partners to develop and finalize stock orders in line with project requirements and donor regulations; Collect, verify, document, and manage all technical specifications for partner stock orders;
· Manage the gift in-kind (GIK) process and documentation in line with IRC procedures and in collaboration with the Grants Team;
· Support the Health Coordinator and Pharmacy Managers in the development of proposals and reports as it relates to the distribution of medical commodities to supported partners;
· Work in collaboration with the relevant Health and MEAL staff to develop and implement M&E strategies, tools, and plans for monitoring of partner pharmaceutical management;
· Work closely with the M&E team and third party monitors to conduct routine monitoring visits to partner health facilities;
· Manage monitoring and analysis of partner medical commodity data including consumption rates, rational use, stock outs, and planning for re-orders;
· Provide technical assistance and lead capacity building efforts to strengthen partners’ abilities to adhere to Good Distribution Practices and Good Dispensing Practices in the supported pharmacies;
· Work in coordination and collaboration with partners’ M&E departments to provide support to their internal capacity and practices for monitoring pharmaceutical management.

1. Staff Performance Management, Learning & Development:
· Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
· Develop and implement remote management capacity building approaches to build the strengths of the team in Syria.
· Coach, train, supervise and mentor direct-report staff including pharmacy managers and officers in Amman and inside Syria, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
· Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
· Approve and manage all time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.

· Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.

٧) Child Protection Officer – Azraq Camp.

Job Overview/Summary:
The child protection office will play a significant role in ensuring that case management interventions for Unaccompanied and Separated children inside Azraq Camp are of a high technical quality. Working with caseworkers, he/she will provide leadership in applying inter-agency and IRC child protection case management standards and procedures
The Child Protection Officer will work under the supervision of the Senior Child Protection Officer to provide support to the case workers on case management and support in formalization process

Major Responsibilities:
· Supervise case workers and provides support in the development of Best Interest Assessments (BIAs), Case Plans, and monitor the referrals each case receive.
· Hold one-to-one discussions with caseworkers to follow up on cases and ensure that quality of case management service delivery.
· Actively Participant in the internal and external case conferences as part of the individual case management procedures.
· Ensure quality delivery of the Case Plan, including monitoring implementation and refining interventions as needed
· Assist the control and register of documents related to the individual cases, as well as keep track of the submission of follow-up forms on CPIMS plus and physical files.
· Review the case workers assigned cases and ensure that the documentation of cases are matching the physical and electronic files in coordination with the data team.
· Follow-up on the inter-camp referrals for Unaccompanied and Separated Children.
· Support the outreach team, para-caseworkers, in providing systematic follow-up to low-risk cases

Support Function
Child Protection Officer will provide continuous support to line manager, Senior Child Protection Officer, including but not limited to:
· Assist in the preparation and documentation of the case management meetings and internal/external case conferences.

· Act as the officer in charge in case of absence of the Senior Child Protection Officer.
· Prepare the weekly plan for the duty case workers.

٨) Senior Recruitment Officer

Job Overview/Summary: This is a new position within recruitment function of the Human Resources Team in the Syria Country Program. This individual will report to the HR Coordinator/ Recruitment. The Recruiter will work on various positions ranging from mid-level to senior roles within IRC programs. S/he will be responsible for recruiting for a big number of open positions while being compliant with IRC’s Global Human Resources Operating Policies and Procedures (GHROPP) in addition to supervisory role of Managing Recruitment Officers that will be assigned by the HR Coordinator/ Recruitment.
Major Responsibilities:

Recruitment
· Respond to recruitment position requests and be well versed in IRC Global HR Recruitment Policies.
· Oversee full-cycle recruitment process and directly recruit positions; develop candidate rosters, employ traditional sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent.
· Support implementation of IRC’s new Global HR Operating Policies and Procedures on Recruitment and ensure all recruitment activities are carried-out in adherence to these standards; study and become versed in any local labor laws impacting recruitment

Job Overview/Summary: The medical doctor will provide professional medical care to the highest quality and in accordance with national and international laws and standards. The position will be responsible for providing clinical care to the patients at selected IRC health facilities operating at the primary level of health care.
Major Responsibilities: The medical doctor will be specifically responsible for conducting the following activities:
Provide daily curative services for general diseases at the clinic for the cases at the PHC level

CONTEXTUAL BACKGROUND
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is launching an innovative employment hub that aims to generate at employment opportunities for Jordanians and Syrian refugees in Jordan. The IRC has been operational in Jordan since 2007 and today, the IRC responds to refugees and Jordanians most urgent and sensitive needs, including health care, women’s protection and empowerment, child protection, and economic resiliency. Building off existing IRC Jordan livelihoods and protection programming, the employment hub connects job seekers with available jobs through a network of employment service officers.
Job Overview/Summary:
The Driver is responsible for ensuring the safe and reliable transport of IRC staff and guests in accordance with programmatic and operational requirements, ensuring that IRC vehicles are appropriately maintained; and providing support to logistics and administration functions. The Driver will be primarily tasked with transporting the Employment Service Officers to targeted locations to do outreach to job seekers and the private sector partners. The Driver reports to the Operations Officer.
