DESCRIPTION OF THE ROLE:

War Child UK is experiencing a period of rapid growth in its programmes in Jordan. This will include two new three year project (pending MOPIC approvals), one focused on Early Childhood Care and Development (ECCD) and the other focused on e-learning. This requires a greater and more rigorous focus on improving the quality of War Child UK’s MEAL system in Jordan.

The MEAL Officer‘s role will therefore be to ensure the development and roll out of the online Management Information System (MIS)  in Jordan. S/he will also be responsible for developing a high quality monitoring, evaluation and learning framework for War Child in Jordan, and to ensure this is consistent with the learning goals of the projects. S/he will systematically document lessons learned and best practices and ensure they are reflected in programme design and implementation. In addition, the MEAL Officer will be responsible for building the capacity of War Child staff and partners in Jordan, in the field of monitoring, evaluation, accountability and learning.

The MEAL Officer will be supported by a Data Entry Clerk.

  1. DUTIES AND RESPONSIBILITIES OF THE POST:

The MEAL Officer will carry out the following duties:

3.1 Monitoring

Oversee the implementation of the WCUK monitoring and evaluation system in Jordan, including the migration of project data into the Management Information System (MIS) database

Ensure that data is collected and entered into databases monthly;

Train project staff in the use of MIS;

Design tools for data collection responsive to child protection, PSS and education programmes, which are consistent with the project log frames;

Organise and conduct individual project quantitative and qualitative data collection in collaboration with Programme Managers;

Work with project staff including implementing partner staff to maintain quality assurances of data collected

Participate in secondary analysis of existing data, routinely collected data, and data collected from key informant interviews with community members and beneficiaries, representatives within the civil society and the government sector, and focus group discussions.

Compile, validate, and report on monitoring data from Jordan on a quarterly and annual basis for senior management

3.2. Evaluation:

Develop and ensure the effective implementation of WCUKs  programme evaluation policy at the Jordan level;

Develop systems to enable WCUK in Jordan to effectively monitor and measure outcomes and outputs;

Plan and manage evaluations including:

Annual Internal interim programme evaluations, and evaluations for institutional grants of 2 years or more;

Independent externally funded final evaluations;

Liaise, negotiate and commission work as necessary with external evaluators;

Ensure all evaluations are documented and published internally;

Manage relationships with consultants at country level to ensure achievement of evaluation goal;

Prepare management responses to evaluations;

3.3 Accountability:

Enable WCUK to implement a participatory approach to programme Monitoring and Evaluation within the funding and field constraints of the organization;

Introduce and pilot accountability mechanisms within projects to ensure two way communcations between WCUK staff ad beneficiaries;

Ensure that children, young people, and beneficiaries are supported and enabled to participate in monitoring, evaluation and impact assessment activities;

Advise and support WCUK’s teams in Jordan, to:

develop Monitoring and Evaluation plans for donor submissions and reporting.

utilise improved methods of monitoring and evaluation

articulate impact, outcomes, targets (outputs), baselines and indicators at programme and project levels;

confidently engage with data collection, analysis, documenting, reflecting, and utilising data to inform programmatic decisions;

Provide on-going guidance and support to Field offices and project teams on organisational evaluation policies, procedures and practices

Assess, Mentor and build capacity of staff in our field teams and partner organisations in M and E.

3.4. Learning

Ensure the learning from internal and external evaluations is disseminated and incorporated into the development of future projects

Facilitate cross-fertilisation of good practices between field teams and WCI

Maintain an up-to-date knowledge of both current, and newly emerging monitoring and evaluation methods

3.5. Research:

Liaise with the Research Manager on implementation of research/studies to facilitate the development of strategic and innovative programmes

Work closely with the Research Manager to streamline systems, tools and methods throughout MEAL activities as appropriate.

PERSON SPECIFICATION

Education:

Bachelor Degree in any relevant field of study (e.g. development, social science, information management, statistics) or any other related field.

Specific qualification in M&E is preferred.

Work Experience and Knowledge:

At least 3-5 years’ experience preferably field-based NGO programme experience;

Significant experience working in monitoring and evaluation, including design of systems and tools, data analysis and report writing, particularly within the fields of child protection, education or psycosocial programming;

Experience in designing and setting up databases and of supporting M&E systems through data entry, data analysis and report generation;

Demonstrated ability to create practical simple data collection and evaluation tools, including questionnaires

Experience of designing, conducting and analysing quantitative and qualitative research

Experience in facilitating training and building up capacity of human resources in M&E  development and implementation

Sound knowledge of participatory approaches and experience with systematising such approaches

Excellent computer skills: MS word, excel, power point, databases, including relevant M&E packages and ability to support others in working with databases and statistical software

Experience working with national/international NGOs on child protection/education/livelihood projects.

Fluent in English and Arabic (spoken and written)

CONTRACTUAL TERMS

Type of Contract:     Fixed term contract for 1 year subject to renewal based on funds and performance

Working Hours:        Full time

Probation:                  3 months

Start date:                  1 July 2017

Leave:                        20 days pro rata
