Back Ground
Today about 2.1 million Palestine refugees live in Jordan, many of them suffering from different levels of socio-economic difficulties and living within or outside camp boundaries. The variety of situations (socio-economic, legal status, geographical presence…) and widespread presence in the country make for an extremely diverse and large number of potential beneficiaries. Over the past years, UNRWA has undertaken the development of protection activities, including GBV, increasingly mainstreaming through programmes and service delivery. The GBV project has been one of the main priorities and remains a key area of development.
In this context of complex operating environment, The Agency is seeking a qualified and experienced professional in Gender Based Violence (GBV), with particular experience in GBV programming, case management, Gender, project management and community development to work as a Gender Based Violence Protection Associate (PA). The GBV Protection Associate will implement Gender Based Violence project(s), as well as design strategies and mobilize the community to respond to emerging gender issues affecting Palestinian women and men, boys and girls in Jordan.
The GBV Protection Associate lead these efforts within the Neutrality and Protection Unit (NPU), ensuring to promote, organise, manage and coordinate Gender Based Violence interventions at the service of the Jordan Field Office. This includes 1) the quality implementation of the Project “Safe from the Start: Mainstreaming GBV into Emergency Preparedness, Prevention and Response” and 2) the reinforcement, improvement and expansion of a Gender Based Violence Referral System previously developed as a pilot intervention. S/he will also systemize -working closely for coherence with other stakeholders- and support internal projects and interventions including the Mental Health and Psycho Social (MHPSS) counselling project, the Child and Family Protection (CFP) project, the Violence Free Schools and other internal projects in relation to GBV. S/he will help UNRWA to expand systematized interventions in the prevention of GBV, raising awareness within the community and mobilizing staff in accordance with established Agency Policy and Procedures; s/he will be responsible for managing, planning, and facilitating gender mainstreaming activities at the Jordan Field Office. S/he will provide to the office and the various teams all expertise and knowledge required in the fields of GBV and Gender Equality, and as per needs might directly implement GBV responses and cases management especially for most acute and/or emergency cases.
Under the supervision of the team leader, the service provider will be directly in charge of project implementation including activities, budget, data management and all reporting requirements. The service provider will be located in the Neutrality and Protection Unit and will work closely with field-based protection staff Associate will report to the Operations Support Officers Team Leader & Field Protection Coordinator (OSO TL & FPC).

Place in the Organisation
The GBV Protection Associate is directly responsible to Team Leader OSO/Field Protection Coordinator (JFO), with overall technical supervision by the Senior Gender Adviser at HQ Amman.
Primary Duties and Responsibilities:
Under the supervision of the Team Leader (OSO TL & FPC), the Service Provider will:
Project Management:
§ Ensure the smooth, efficient and quality overall management and implementation of the GBV project(s) and all related components, including compliance with project donor agreements and project proposals, particularly expected results, outputs and activities in accordance with log frames and timeframes and notify the supervisor immediately as issues arise.
§ Lead the project strategically to ensure meeting at best the needs;
§ Operate the project team (for now, one GBV Assistant) with and under the OSO TL & FPC, providing support and guidance in casework and referrals of PRS cases;
§ Ensure quality and accuracy of data collected from beneficiaries and protection services; lead, coordinate and ensure the integrity, accuracy, timeliness of data inputted into the information management system by Protection Social Workers (PSW); then ensure their compilation, consolidation and analysis as well as the generation and production of all required reports and statistics;
§ Ensure collection and analysis (quantitative, qualitative and anecdotal) of data (sex- and age- disaggregated) as well as
§ Analyze trends and provide information and update for advocacy submissions, briefings and reports and contribute to donors visits and presentations;
§ Lead needs assessment, collection and analysis so that the project becomes increasingly effective in meeting beneficiary needs.
§ Lead project(s) planning and oversee implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs.
§ Ensure adequate project monitoring systems and evaluation procedures are in place applying appropriate tools in order to collect and update all progress indicators for the project.
§ Ensure the effective coordination and participation of the different internal and external stakeholders, including UNRWA programme staff, parents, students, and community members.
§ Compile and prepare quality monthly and periodic project progress reports, as well as the final report, and feed in other information as required by donors.
§ Develop and carry out awareness raising and staff training programs according to GBV project priorities, plans and requirements
§ Contribute to the development and production of communication materials (leaflets, posters, brochures) to ensure outreach to the community and main stakeholders is effectively carried out
§ Manage network of programme staff and their relevant capacity building and training on GBV and case management
§ Act as the focal point for all GBV and Gender related issues
§ Perform such other duties as may be assigned.
Coordination, specialized interventions and supervision:
§  Providing technical guidance on GBV to the specialized interventions by Education, Health and Relief and Social Services (RSS) Programmes to ensure GBV Prevention Framework  standards and procedures are followed;
§  Ensure smooth roll-out of the GBV Multi-sectoral Prevention Framework at JFO level.
§  Build strategic alliances with other key actors internally and externally to advocate for gender-sensitive programming.
§  Lead the development of the GBV Prevention Roadmap at the JFO level with clear outcomes, indicators, assessment tools for the staff capacity and clear accountability mechanisms
§  Ensure GBV mainstreaming and use of the GBV Guidelines/SOPs during design and implementation of the new projects and programs across JFO Program Portfolio.
§  Define and implement coordination, monitoring and follow up mechanisms within the specialized GBV interventions, external actors and UNRWA programmes involved in detection at the service of the interventions’ strategic management
§  Support the development of referral pathways for each specialized programme depending on the available services and the survivors’ needs, in line with field-wide pathways and mechanisms
§  Work with partner UN agencies and civil society to formulate a coordinated GBV response; Represent UNRWA JFO at the SGBV Working Group.
§  Collect and promote good practices and lessons learned, contributing to a collection of replicable good practices for GBV and gender equality programming: document the lessons learned from the different interventions and on developing best practices and knowledge management capacity.
§  Ensure accurate data entry into the protection information management system and support the development of a database to track referrals across Programmes in coordination with the Information Management staff.
Gender mainstreaming:
§  In coordination with the Protection Mainstreaming Officer (PMO), lead and facilitate the implementation of UNRWA’s Gender Equality Strategy and gender mainstreaming, particularly through the Programme Chiefs and Area Chiefs and designated gender focal points of each department, and monitors implementation, by:
·  facilitating coordination between Gender Task Force focal points and related departments in order to ensure tangible progress on implementation of gender policies and mainstreaming strategies;
·  developing Gender Equality Strategy implementation plan.
·  convening and facilitating regular meetings of the Gender Task Force (GTF), including follow-up on tasks;
·  providing support and advice to Departments’ gender focal points, and following-up on the implementation and monitoring of the gender action plans;
§  Provide technical support to and identify opportunities for the development of relevant advocacy and communication/information materials to address gender (in) equality issues.
§  Raise key issues of concern related to gender to the Field Front Office through the adequate channels; Advises on gender perspectives in all aspects of the work of the departments, using own resources or outside expertise; coordinates with the departments to assure gender equality in overall objectives
§  Facilitates organization of training to Gender Task Force members, Gender Based Violence Teams, and senior officers; attends and contributes to gender-related training, workshops and meetings as and when required; represents UNRWA Jordan Field office upon request at workshops and events where information on gender mainstreaming in the departments is requested
§  Facilitate and support the integration of gender perspectives (such as the framework and checklists) in the programming across programmes.
§  Coordinate with UNRWA agency-wide gender taskforce, ensuring coherence of established processes, and contributing to agency wide results on the implementation of the gender equality policy and strategy
§  Work with the Senior Gender Adviser and the Gender Focal Points on documenting the lessons learned from the different interventions and on developing best practices and knowledge management capacity.
Perform other tasks as assigned
Minimum Qualifications
§  A Masters University degree in Psychology, social sciences, development studies, gender and/or women’s studies or any other related field
§  At least seven years of work experience with three years’ experience relevant to the function (GBV, Gender), including at least two years with an international organization and minimum two years of experience in managing, training and/or mentoring staff
§  Excellent command of written and spoken English. Knowledge of Arabic is desirable
§  Understanding of GBV and gender relations in the Middle Eastern setting as major plus
§  Excellent writing skills including experience in drafting reports and presentations

§  Strong Leadership and inter personal skills
§  Demonstrated organizational skills
§  Demonstrated proficiency in programme project management based on GBV programming and gender analysis.
§  Knowledge of communication strategies and techniques
§  Must be able to work independently while being a strong team player.
Desirable qualifications:
§  Project implementation, monitoring and evaluation experience.
§  A valid driving license for manual cars.
§  Knowledge of participatory approaches.
§  Strong computer skills: must be competent in the use of Windows, MS office programs (Word, Excel), email programs.
Independence of Work:
§  The incumbent acts in accordance with the established Agency guidelines and Instruction given by the supervisor. The incumbent takes initiative in identifying and developing tools including guidelines, techniques, criteria, etc.
§  The supervisor will regularly review the work in progress for soundness of conclusions and accuracy of report. Work in progress reviewed at discretion of supervisor.
Equivalency
When the minimum requirements are not met, the Director of Administration and Human Resources, in consultation with the Field Office Director, may exceptionally substitute part of these requirements with a combination of relevant academic qualifications, professional training and progressive work experience.
