The incumbent is responsible to the Head, Field Procurement and Logistics Officer through the Senior Procurement Officer in Jordan, Lebanon and Syria Field Offices.
Primary Duties and Responsibilities
In accordance with established Agency policy and procedures, the incumbent:
Plans, develops and manages all procurement and contractual aspects   related  to  procurement  of  diverse  products as assigned; receives and reviews requisitions of List of Requirement/PR, and establishes and maintains work programme and schedule for ongoing and newly-planned procurement tasks;
Prepares   submissions to the Local   Committee   for  Procurement (LCP)/Agency  Committee for  Procurement  (ACP)review  and subsequent  approval  by  the   awarding   authority   ensuring   full compliance with requirements for relevant documentation; prepares all competition documentation including the bid evaluation summary, analysis  sheets  and  evaluations  of  quotations  received;  reviews different award options ensuring user acceptance of offers received against requirements
Oversees adherence to contractual agreements recommendation,  amendments and extensions of contracts;  advises concerned parties on contractual rights and obligations; monitors contract cycle management and ensures that contracts are closed and filed   in   timely   manner;   reviews   contract   performance evaluations; supervises and maintains samples received for further contractual reference;
Advises requisitioning units and recipients on the full range of contractual issues; provides support and guidance at all stages of the contracts procurement cycle, identifies related complex problems and  recommends necessary solutions; prepares reports on  procurement activities and  achievements and keeps the Procurement Department management fully informed on progress and issues as they arise;
Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the situation, patterns and availability of services;

Evaluates reports of criticism of material or deviations on commodities  received  from  users  or  inspection  companies,  and follows up with all parties concerned until replacement and disposal actions are made in an appropriate manner
Performs such other duties as may be assigned.
Minimum Qualifications
University degree in business administration, supply chain management, procurement, logistics contract law, or related fields.
At least four years’ experience in procurement and logistics.
Excellent command of written and spoken English & Arabic

DESIRABLE QUALIFICATIONS
(A)          Basic professional certification from an acknowledged professional procurement or logistics organisation;
(B)          Membership in an acknowledged procurement or logistics professional organisation;
(C)         Valid driving license.
(D)         Basic professional certification from an acknowledged professional procurement or logistics organisation;
ADDITIONAL INFORMATION
The incumbent maybe required to carry out local market research to identify local potential Suppliers, as well as carry out field local market visits to identify the capability of the local Suppliers.
Equivalency
When the minimum requirements are not fully met, the concerned Director may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
