Job description

Background
The large influx of Syrian refugees has had considerable burden on local Jordanian host communities that are already poor and suffer from improper basic social and economic services; such as solid waste, water, electricity, solid waste management, housing, and employment among others. The present crisis comes at difficult time for Jordan as the country faces real economic and social challenges. Consequently, UNDP envisions its intervention to reflect the Ministry of Municipal Affair’s priorities with a focus on Solid Waste Management and treatment in the Northern Region of Jordan.
Within the project “Improving Solid Waste Management & Income Creation in Host Communities”, UNDP Jordan is working on compost production (composting) as an important method of solid waste management worldwide. The feasibility of its production along with its positive impacts on solid waste management, animal manure management, community engagement and municipal services improvement has been studied in Jordan. Therefore, UNDP Jordan is launching a project that consists of two main domains in terms of implementation at both levels, technical and community engagement as part of a comprehensive programme for integrated solid waste management. Multi-Sectoral Environmental Engineer – Output Manager will also follow up on Al Ekaider landfill rehabilitation project, transfer stations and sorting facilities in municipalities in coordination with a Construction Manager specialized in Civil Engineering.
Duties And Responsibilities
Under the guidance of the Socio-Economic Portfolio Manager, and the direct supervision of UNDP SWM Programme Specialist, and in close collaboration with the relevant municipality and stakeholders, the Multi-Sectoral Environmental Engineer – Output Manager will coordinate all project operations with the relevant partners.
Key Results Expected/Major Functional Activities
Management of planning and implementation of the project; focusing on the following tasks:
Coordinate, in close consultation with UNDP and the related stakeholders the proceedings of the project plan;
Coordinate the development of the project Annual Work Plan (AWP) and update it on quarterly basis;
In close coordination with the Construction manager, coordinate the mobilization and management of necessary input to achieve project outputs. This would include development of concept notes and Terms of Reference, recruitment of consultants, organization of workshops and conferences and production of relevant materials.
Manage project operations and coordinate with the responsible parties at the hosting communities to ensure effective implementation of the project activities as described in the project document and work plan;
Handle the process of compost setup and support the waste sorting activities at the target municipality.
Support Construction manager/civil engineer for Al Ekaider Rehabilitation, transfer stations, and sorting facilities projects in relation to project management and construction administration., project monitoring and evaluation.
Support in managing all contractors of the implementation of SWM & Compost works.
Provide monitoring of project implementation, with focus on the following tasks:
Coordinate the preparation of project quarterly narrative and financial reports, annual progress reports, and the final review report;
Control the expenditures and manage the resources provided for the project.
Report as appropriate to UNDP Specialist regarding the project performance, administrative and financial issues;
Follow up the proper construction and implementation of compost facility through coordination with the target municipality and other relevant stakeholders.
Support the target municipality to identify the best communication and awareness approaches that shall be taken into account to advocate and encourage both livestock farmers and compost end users to be effectively engaged with project initiation and implementation phases;
Provide Administrative And Technical Support To Project Implementation, Including
Facilitate assignments of national and international consultants recruited by the project; and facilitate review and finalization of deliverables;
Provide technical training for municipality staff on composting procedures and best approaches concerning waste sorting approaches.
Support the municipal staff on identifying the most appropriate marketing approaches of the produced compost.
Drafting correspondence to national and international partners and stakeholders in relation to project implementation;
Supporting project closure process.
Competencies
Skills And Competencies
Proven ability to work with a variety of people including government officials, international and nationalNGOs, local stakeholders, experts and consultants.
Excellent communication, presentation and facilitation skills.
A proven ability to manage budgets.
Good organizational and planning skills and a proven ability to adhere to deadlines.
A proven ability to provide financial and progress reports in accordance with reporting schedules.
Training in project management, risk and scheduling management is an advantage
Education
Required Skills and Experience
Master’s Degree or equivalent two years in environmental sciences field, land and water management, water and environment management plus the Bachelor degree in any related field is essential.
Experience
Over 10 years of working experience in the fields of solid waste management, municipal solid waste recycling and treatment, community mobilization and project management is essential, and preferable experience working in refugee relief context. Knowledge of UNDP rules and procedures and UN terminology is an asset. Minimum 3 years of experience in working with UN agencies is an advantage.
Language Requirements
Fluency in Arabic and English.
Nationality
Jordanian.
