Of the some 5 million Palestine refugees registered with our Agency, roughly one third live in 58 recognized refugee camps in Jordan, Lebanon, Syria, the West Bank and Gaza Strip.

Over the years, these camps have transformed from temporary ‘tent cities’ into hyper-congested masses of multi-storey buildings with narrow alleys. The camps are considered to be among the densest urban environments in the world, but because camp structures were built for temporary use, over the decades the buildings have become overcrowded, critically substandard and in many cases life-threatening. Launched in 2007 to address the deteriorating environments of the camps, the Infrastructure and Camp Improvement Programme (ICIP) adopts an integrated, comprehensive, participatory and community-driven improvement of the built environment of Palestine refugee camps.

If you are passionate about making a lasting difference for Palestine refugees, in this role you will be a member of the UNRWA senior management team and responsible for the strategic planning, policy development and implementation of the Agency’s Infrastructure and Camp Improvement Programme with a focus on the following core functions; i) housing and shelter rehabilitation; ii) school and health clinic constructions iii) environmental infrastructure; iv) health infrastructure; and v) social infrastructure.

The main responsibilities include:

· Leading the development and implementation of ICIP strategies and policies to accelerate the Programme’s five core functions; developing work plans, budgets, and monitoring mechanisms; providing strategic advice on infrastructure and camp improvement projects; providing leadership to Programme Chiefs and specialists and is responsible for performance management of ICIP staff;

· Providing regular advice and monthly reports to the Executive Office on the planning, implementation and monitoring of camp and infrastructure initiatives, including project management of emergency response, post-conflict interventions and the streamlining of protection measures vis-a-vis UNRWA installations;

· Providing guidance to field technical staff on planning (including urban and project), coordination and implementation of projects including technical and policy advice, ensuring that all plans and activities are aligned with the Mid-Term Strategy and Agency frameworks;

· Conducting and managing field visits and site management to assess service efficiency, identifying risks and implementing remedial measures to ensure continuity of operations in normal and emergency conditions;

· Liaising with Headquarters Programmes and Field Directors on all aspects of the work of ICIP, including following up with donors on project proposals and implementation in close consultation with External Relations and Communications Department (ERCD) and Field Directors, and providing advice on the management of relationships with contractors;

· Overseeing the clearance of all construction/reconstruction/rehabilitation maintenance and other engineering projects submitted by the Fields to ensure overall consistency of approach; providing clearance of monitoring and final reports to donors on infrastructure projects and ensuring that the projects priority list is followed;

· Overseeing the drafting and implementation of construction/infrastructure management policies and standards with a view to improve construction quality, cost efficiency and protection measures in UNRWA installations.

Conditions of service

UNRWA offers an attractive compensation package including annual salary starting at $96,865 net tax free with post adjustment of 44% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

Additional information

The incumbent will be required to travel frequently throughout the Agency’s area of operations in the Middle East.

 

To qualify for this position, you will need:

Education:

Advanced university degree (Master’s or equivalent) in engineering (civil/structure/infrastructure); a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree;

Work experience:

At least 15 years of experience in the application of the knowledge acquired in the advanced degree mentioned above, of which ten years should have been with UN, governmental or international agency including 5 years at a senior managerial level, including two years of experience at international level outside your home country;

Experience in project management, fundraising and working with donors;

Language(s):

Excellent command of written and spoken English.
