Regional CBR Technical Coordinator

OBJECTIVE OF THE POSITION:
The Regional Technical Coordinator CBR is a specialist of community based approaches applied to development and/or humanitarian projects in a variety of sectors, among which health/functional rehabilitation, livelihood or education. The position will be responsible to ensure that community based approaches are implemented in various sectors across MEReP’s projects, by supporting projects’ teams to mobilize local actors, to develop referral networks, etc. In relation to this position, the term CBR therefore is used in its nowadays’ meaning. While initially CBR was a strategy to increase access to rehabilitation services in resource-constrained settings, CBR is now a multi-sector approach working to improve the equalization of opportunities and social inclusion of people with disabilities and person with special needs.
Assignment Location : AMMAN 
RESPONSIBILITIES:
Responsibility 1: Training and Capacity Building
AimEnsure HI staff and partners are able to use community based approaches approaches in their respective programs.
Activities:
  • Contribute to conduct capacity building needs assessments for Project Team and partners, for both management and technical staff and propose responsive capacity building plans to the line manager (PM, HoM)
  • Organize formal/ informal training and on the job support and share relevant updated resources in line with the capacity building plan proposed
  • Monitor the achievements of the capacity building plan and discuss necessary adjustments with the project management staff (PM, HoM)
  • Co/Facilitate relevant training of the project into the technical area; ensure all phases of training cycle and adult learning approach are considered in capacity building initiatives.
Responsibility 2: Provide technical support to the projects in the field of CBR along Project Cycle
AimEnsure community based approaches are effectively used in project, in line with HI policies and adapted to the local context.
Activities:
  • Input into the development of new projects upon request of the RTUC
  • Participate in needs assessment and to the definition of adapted CBR response
  • Identify relevant CBR partners (e.g., I/NGO, DPO, CBO, etc.) and contribute to the creation of strategic/formal partnerships to engage in the project.
  • Contribute to the project launching and with the project team to the identification of the technical inputs that will be necessary along the project implementation for consideration under planning & monitoring tool
  • Participate in the construction of monitoring system & provide support to the project team to develop appropriate indicators in relation with the field of expertise
  • Conduct regular field visits for monitoring the implementation of the project from a technical perspective; develop visit terms of reference and share findings with RTU and project team, including clear recommendations/operation strategy and actions plan. Assess improvement and effective implementation of the proposed recommendations
  • Support project team to develop different tools, guidelines, agreements, reports, communication materials, publications, etc. and/ validate the technical content
Responsibility 3: Contribute to knowledge management and the dissemination of information to the team involved into the area of expertise
AimContinual strengthening of MEReP capacity on community based approaches.
Activities:
  • Contribute to promote regional synergies on CBR in the region: be a focal point to collect tools, guidelines, best practices, communication materials, other resources among the projects and with external sources and then share among different team members to minimize duplication and promote efficiency.
  • Contribute to maintain at RTU level an updated bank of tools and documentations on CBR approaches.
  • Develop and maintain functional networks on CBR in the region that could contribute to the quality of the projects.
  • Update the RTU team about the evolution of the CBR framework, programme etc. in the countries of involvement .
  • Participate in assessments, lessons learning, impact evaluations and studies in order to determine the effectiveness of HI response.
Responsibility 4: Contribute to the smooth running of the Regional Technical Unit
AimEnsure smooth and timely coordination with programs and good communications within RTU
Activities:
  • Develop concrete plans for technical support requirements of the program, including training calendars, and implement accordingly.
  • Report on a regular basis to the Regional Technical Unit Coordinator and provide factual information and recommendations in regards of his/her assignment
  • Produce quarterly action plan and update timely on monthly basis
  • Contribute actively to RTU meeting and the organization of Regional Technical Seminars
Specific activity: This position requires frequent travelling (up to 50% of the working-time) within Middle East region (Lebanon, Palestine, Jordan and Egypt)
THE SUCCESSFUL CANDIDATE will have:
  • Advanced degree relevant to the position
  • Minimum 5 years experience in development or post crisis environment projects preferably with INGOs
  • Sound knowledge of community based approaches applied to development and/or humanitarian projects
  • Proven work experience of community based approaches, preferably in more than one of the following sectors: health/physical and functional rehabilitation, livelihood, education
  • Proven work experience of community based approaches, preferably in more than one of the following sectors: health/physical and functional rehabilitation, livelihood, education
  • Experince in working with referral systems
  • Working knowledge of disability approaches
  • Strong training capacities.
  • Good capacities in organization, co-ordination and the transfer of knowledge.
  • Capacity to formalize tools and procedures.
  • Good level of spoken and written English.
  • High level written and verbal communication skills.
  • Strong ability to work independently and without constant supervision, combined with high level of team approach.
  • Diplomacy and good negotiating skills.
  • Flexibility, ability to take initiatives and make decision .
  • Strongly oriented to solutions, positive and constructive mindset.
Initial contract will be for a 12 Months.
Basic salary range for the position : 1970 JOD – 2817 JOD
