Human Resources and Administrative Officer

Médecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.
Syria Mission Context
Since the start of the civil war in Syria, it is estimated that more than 400,000 people have died due to the conflict. The conflict has resulted in massive displacement of the civilian population inside the country and in the neighbouring countries i.e. Turkey, Lebanon, Iraq and Jordan. According to the 2017 Humanitarian Needs Overview, half the population in Syria (13.5 M) is in need of humanitarian assistance among which, 6.3 million are IDPs. The displacement outside the country has created more than 5 M refugees, with Turkey 2.7 M, Lebanon 1.0 M and Jordan 0.7 M bearing the brunt in the region, while 1.2 M refugees have applied for asylum in Europe. Essential health services remain in critical shortage across the country. Insufficient human resources, supplies, equipment and infrastructure continue to disrupt the functionality of the health system. A significant proportion of health facilities is unable to provide essential care, including care for people with life-threatening chronic diseases.
Main objectives
Under the supervision of the Syria Mission HR Coordinator, you manage the administrative and human resources issues of the Syria Mission office in Amman.
Hierarchical and functional links
The HR and Administrative Officer reports hierarchically and technically to the Syria Mission HR Coordinator. He/she is in functional link with the Regional Human Resources coordinator when necessary.
Detailed activities
Administrative
Following up national staff HR’s administrative issues like preparing contracts, leaves follow up, personal file update etc… in according to the local laws
Following up on legal requirements regarding international staff for their visas, work permits and residency. Preparing the paperwork when needed
Creating and updating the international staff visa, residency and work permits files
Creating and updating Syria Mission national staff personal file
Updating the Syria Mission national staff database monthly
Updating the Syria Mission monthly statements
Calculating and preparing payments of salaries and legal contributions to the relevant authorities on a monthly basis and submit them to the Regional Finance and Administrative Assistant to process payments
Assisting if needed the Syria Mission HR Coordinator in resolving income tax, social security and health insurance issues when needed
Assisting if needed the Syria Mission HR Coordinator in supporting the implementation and update Conditions of Employment, Internal Regulations and salary scales to ensure legal compliance
Assisting if needed the Syria Mission HR Coordinator in the follow up and support of legal requirements
Keeping track of the travels and availability of Syria Mission international staff and communicate it with other staff members when needed
Human resources
Participating to the elaboration of job descriptions if necessary
Preparing the job advertisement, and after validation of the Syria Mission HR Coordinator, circulating MdM job advertisements through local media and any other relevant media
In charge of the first applications screening
Updating the applications and recruitment tracking sheet
Organizing the induction process for new national staff in Amman
Supporting the Syria Mission HR Coordinator during the HR briefing for international staff if relevant
Receiving and checking leave requests from national staff
Following up the annual appraisal process for the national staff
Participating to the elaboration of a training plan for the Syria Mission office staff, along with the Syria Mission HR Coordinator
Assisting the Regional Office with the organisation and follow up on trainings conducted in Jordan if needed
Supporting the Syria Mission HR Coordinator with the management of disciplinary and grievance issues if needed
Assessing with the Syria Mission HR Coordinator the filing systems of HR documentation and undertaking corrective measures if needed
Others
–      Translating when necessary
–      Performing any other additional duty upon request of the Syria Mission HR Coordinator
–    On rare occasions, this position might require travelling in the region to support the HR needs of the mission.
Academic and Professional Qualifications
• Relevant university degree; further training will be a plus
• Minimum 3 years previous work experience with a satisfactory performance in the same or similar functional area, preferably with a humanitarian organisation
• An excellent understanding of the HR system and programmatic issues are essential
• Proven experience with recruitment is a plus

This job description can be modified at any time according to changes in MDM activities or in the context with prior notice and agreement between the two parties. On demand of the direct supervisor, other tasks might be added to that present list.
