Occupational Safety and Health (OSH) Officer
PROGRAM/DEPARTMENT SUMMARY: Mercy Corps is an international relief and development organization working in over 40 countries worldwide helping people build secure, productive and just communities. In Jordan, Mercy Corps has been actively working since 2003 to implement a variety of programs funded by US and European governments and private donors. The current portfolio includes programs focusing on economic opportunities and market development, water management and renewable energy, conflict mitigation and social cohesion programming, and humanitarian relief programming. Crosscutting areas of focus include access to finance, youth, and gender.
Mercy Corps recognizes the disproportionate impact of the crisis on economic and market development in Jordan, as well as associated tensions by the host community towards the refugees related to employment. As a result, Mercy Corps prioritizes economic, market development and livelihoods as part of its wider strategy focused on conflict management, youth, protection, and water and sanitation in Jordan. Mercy Corps is currently implementing several multi-year projects with economic opportunities and market development objectives from donors such as Google.org, USAID, EC, Dutch Government, Global Affairs Canada, and the UK government to enable vulnerable individuals and key market actors to build productive lives.
GENERAL POSITION SUMMARY:
The OSH Officer is responsible for managing specific Operational functions for the MC Jordan office and related facilities, including but not limited to Risk Reduction, ensuring security for all field locations, staff and assets, working closely with Operation teams and providing health and safety support to staff. The position will report directly to Operation Director and will supervise SFPs for all locations.
Health and Safety
Responsible to:
Ensure compliance with Health and Safety standards as per applicable Jordanian Laws.
Take measures to protect workers against hazards and diseases.
Inform staff, of any occupational hazards and precautionary measures to be taken, and shall post up, in clear view, instructions and guidelines about occupational hazards and protection methods, in accordance with the relevant regulations and decisions.
Work with Logistic team to ensure vehicles are fully equipped with needed safety equipment and ensure staff follows safe driving practices.
Make sure all offices and residences are fully equipped with basic safety equipment e.g. fire extinguishers, first aid kits etc.
Make sure all safety equipment are up to date and in working conditions e.g. refilling of fire extinguishers and replacing medicines in first aid kit.
Serve as Safety and Security focal point for MC Jordan.
Perform Health and Safety orientations for all MC new staff and visitors within 48 hours after arrival.
Perform Health and Safety briefs for all MC staff and visitors.
Perform training for all MC staff focused on risk reduction.
Capacity building and training courses developed and delivered on a regular basis to all staff
Maintain and update safety and security management documentations
Developing and updating SMPs for all locations of operations
Providing training to staff for implementing SMPs when needed
Maintain the minimum Health and Safety standards
Standardize Health and Safety productions and streamline security communication
Timely incident response on complex issues with consolidated strategies to minimize recurrence/impact in the future
Sensitize staff on Health and Safety threats and developments in the country and areas of operations
Supporting regional initiatives on safety and security management
Security budget planning and implementation
Contributing and advising in the program design and implementation vis-à-vis perceived threats and vulnerabilities
Analysis and Info sharing
Regular share updates about events related to Health and Safety threats and developments in the country and areas of operations
Perform regular analysis of situations related to Health and Safety and share mitigation measures and likelihood of such events.
Internal and External Liaison & Stakeholder Relations
Responsible to:
Develop and Maintain strong follow up systems with Government Departments and Ministries, IO, INGO and NGO agencies, stakeholders in refugee camps and other non-formal community stakeholders for close coordination and information exchange.
Attend meetings as required to represent the MC and support coordination in reducing risk.
Monitor local national and international information sources to provide risk reduction updates including; SMS, e-mail, staff meetings and one on one updates to senior management staff.
Broadening external security stakeholder’s network and outreach to different NGO parties.
Other Responsibilities
Closely work and liaison with FSPs to ensure safety and security of staff, facilities and assets
Capacity building of staff to enhance health and safety awareness and compliance.
Any Other task assigned by the supervisor

WORKS DIRECTLY WITH Operations, Programs, Finance, HR etc
KNOWLEDGE AND EXPERIENCE:
Bachelor Degree
4 years of relevant experience
Certification in Occupational Safety and Health (OSH) from a recognized institute
Strong English and Arabic language written and verbal communication skills
Ability to work as a part of the team and independently
Ability to work under pressure
Excellent organizational skills with attention to detail and accuracy
Strong computer skills including expertise in MS Word, Excel and Outlook
Ability to interact effectively with personnel from various cultural backgrounds
