probation period, with the possibility of further extension,
subject to the availability of funds, satisfactory performance
and continuing need
Benefits Grade ML6, Monthly Salary JD 1176.600 Fils. Plus SOA 69.90%.
Other benefits include Provident Fund contribution (15% of
basic salary paid by the Agency) & medical insurance.
Dependency allowance is subject to eligibility.

Place in the Organisation
The incumbent of this post is responsible to the Chief Field Microfinance Programme (CFMP) in his/her
respective Field.
Primary Duties and Responsibilities
 Manages the day to day operations of the microfinance operations at the field level providing
guidance, encouraging teamwork and facilitating related professional work processes in order to
achieve high performance standards.
 Coordinates with the Chief Field Microfinance Programme (CFMP) designing of credit policies,
planning the growth and development of the Programme, designing the office procedures,
setting up of area/district branch offices.
 Develops the field operations procedures for all current credit products within the Field Office.
 Introduces and develops credit operations procedures for new loan products; develops field
monitoring and procedures manuals for each credit operation and product and prepares and
assists in the preparation of monthly and periodic reports pertaining to the credit operations of the
Field Office.
 Ensures that each product is achieving self-sufficiency by reviewing staff productivity and
efficiency; solves problems not able to be dealt with by Branch Managers.
 Participates in the formulation and implementation of the Department strategy to ensure the
alignment with UNRWA’s strategy.
 Develops productivity ratios and production targets for each credit product in coordination with
the Chief Microfinance Operations (Central Office) and CFMP; in coordination with the Business
Economist, assists in conducting client and business impact assessments and ad hoc client-based
research.
 Develops and conducts training and induction courses in the implementation of credit operations
procedures and monitoring and evaluation.
 Performs such other duties as may be assigned.
MINIMUM QUALIFICATIONS
 An advanced university degree in economics, accounting, business or development studies or
other related discipline.
 Training in microfinance or small business development.
 At least eight years’ experience in management, administration and/or development of credit
operations or financial administration of loan programmes.
 Experience in training staff.
 Excellent command of written and spoken English and Arabic.
Competencies
 Ability to plan, organize and prioritize own work, work well under tight deadlines and handle
multiple concurrent activities;
 Ability to establish and maintain effective working relations;
 Ability to exercise the initiative and resourcefulness necessary for prioritizing multiple
clusters/components;
 Skill in the usage of standard software applications including data base and spreadsheets.

ADDITIONAL INFORMATION:
The incumbent may be required to work beyond the regular working hours.
DESIRABLE QUALIFICATIONS
Experience in the administration of microfinance activities.
EQUIVALENCY:
When the minimum requirements are not fully met, Field Director for Field Area staff and Director
of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor
may exceptionally substitute part of the unmet requirements with a combination of relevant
academic qualifications, additional professional training and progressive relevant work
experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not
considered an acceptable combination.
