Background 
The Jordanian National Commission for Women (JNCW) is the leading national organization responsible for all issues related to women’s advancement in Jordan. Established by Cabinet Decree in 1992 and chaired by HRH Princess Basma Bint Talal. The JNCW seeks to empower women, combat GBV, instill gender equality in Jordan through the implementation of a wide range of projects, partnering with leading local & international organizations.
This project is a joint efforts between the JNCW and RDPP to implement the project,
The project is funded by the Regional Development and Protection Programme (RDPP). That will contribute to the JNCW strategical goal on countering gender-based discrimination & violence and achieving social justice & social empowerment of women.
The project will contribute to ensure sustained safe environment for women and girls in Jordan through quality effective programs provision of JNCW and partners, by developing a capacity programme to improve their ability to achieve targeted strategic goals, by enhancing engagement/mobilization/capacity building of key stakeholder on combating child marriage & preventing of negative practices and behaviors.
Main duties
  • Coordinating and collaborate closely with the PM in the preparation of the events, workshops and trainings.
  • Contributing to day-to-day project implementation.
  • Assisting in the preparation of the progress reports and drafting needed TORs.
  • Ensuring minutes taking and circulation of all relevant documents.
  • Assisting Project Manager in reviewing and assuring the quality of relevant documents, including reports, training materials and advocacy materials.
  • Providing logistical and administrative assistance when conducting project activities in a timely manner.
  • Following up all relevant procurement procedures & documents.
  • Filling and retrieve project documents, and keeping track of records and reports.
  • Assisting the implementation of the work plan & the project activities in order to achieve determined indicators for the Action.
  • Any other duties relating to the nature of the job.
The Project Officer will report directly to the Project Manager and to the Head of the programs Unit.
Professional qualifications and other requirements 
  • Graduate degree in women’s studies, public administration, modern languages, sociology, or any related field.
  • Preferable minimum 3-5 years’ experience in working with governmental agencies, non-governmental organizations and international organizations.
  • Ability to work under pressure, often with tight deadlines without compromising the quality of deliverables.
  • Ability to work to deadlines and excellent attention to detail
  • Ability to plan well, work with timeframes, deliver on time, set targets and meet them.
  • Ability to travel to other governorates for field operations.
  • Fluency in Arabic & English proficiency.
  • Excellent communication skills, team- building and organizational skills.
  • Administrative and logistical working experience.
  • Knowledge in gender and women empowerment is preferably.

Background

Improving the Status of Women in Jordan through Combatting Child Marriage and Promoting Positive Masculinity”.
This project funded by the Regional Development and Protection Programme (RDPP). The project aims at enhancing engagement/mobilization/capacity building of key stakeholder to pursue legislative amendments on child marriage; and at challenging existing practices and stereotypical understandings of masculinity among students (aged 14-17).
The M&E Specialist will manage the monitoring and evaluating process of the AWP activities related to RDPP project and any other related activities, during the project of “Improving the status of Women in Jordan through Combatting Child marriage and Promoting Positive Masculinity”.
The M&E specialist will work under the umbrella of JNCW & the technical guidance from RDPP. The M&E specialist will coordinate with the RDPP M&E specialist in which they will establish the baseline and track the progress of implementation of Project activities by different governmental institutions, civil society organizations and other NGOs. The M&E Specialist will work closely with the implementing partners to gain the data needed to implement the project.
Main duties 
  • Conduct regular monitoring and oversee the implementation of the RDPP M&E framework.
  • Oversee and monitor the management of internal/external evaluations.
  • Conduct monitoring missions on a regular basis to the implementing institutions and organizations.
  • Assist to follow the implementation of the work plan, smooth implementation of the project activities in order to achieve determined indicators for the Action.
  • Ensure the coherence and effectiveness of monitoring missions on the projects conducted to implement the RDPP activities.
  • Ensure the quality of each mission report submitted upon the completion of his/her monitoring mission.
  • Review and analyze the key findings from mission reports and produce a consolidated monitoring report.
  • Assist to follow the implementation of the work plan, smooth implementation of the project activities in order to achieve determined indicators for the action.
  • Assist in drafting the Monthly & quarterly progress report with the Project Manager.
  • File and retrieve project documents, records and reports.
  • Develop M&E system for the Project and for the government counterpart/stakeholders;
  • Considerable knowledge of principles, techniques and methodologies used in the monitoring and evaluation of programmes and projects including quantitative, qualitative and participatory approaches and socio-economic research.
  • Any other duties relating to the nature of the job.
The M&E specialist will report directly to the Project Manager, & to the Head of the programs Unit.
Professional qualifications and other requirements 
  • BA/S degree in research methods, social sciences, economics, epidemiology, related education sector or other relevant field required.
  • Minimum of 5 years of experience working in the areas of Results-Based Management (RBM), Monitoring and Evaluation, preferably in the context of gender programming and/or ending violence against women.
  • Experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/ Government.
  • Experience in designing logframes, indicator plans and evaluations assessments, and strategies for data collection, analysis and production of reports.
  • Proven ICT skills, especially in the development of MIS software using database software.
  • Experience in project management including monitoring and/or evaluating project performance is essential.
  • Knowledge and experience of projects that address gender equality, women’s empowerment issues or ending violence against women is essential.
  • Experience in developing and implementing M&E systems is desirable.
  • Experience in developing and implementing guidelines and tools on RBM, reporting and M&E is desirable.
  • Experience in managing external and/or internal evaluations is desirable.
  • Experience in conducting field missions to assess project / programme performance and results is desirable.
  • Experience in data collection and analysis, including questionnaire design and conducting interviewing is desirable.
  • Strong training & facilitation skills.
  • Proven report/research writing skills are required (an evidence of previous writing samples might be requested).
