As part of the UNICEF Operations Centre set up in Amman, Jordan, the Programme Officer (Fraud Analysis) who will have the responsibility of detection, referral of cases for investigation, analysis and reporting of findings of presumed fraud for the Emergency Cash Transfer (ECT) project. The incumbent will also be responsible for following up on reports of possible violations of project protocols, corruption, misconduct and sexual harassment.

The Emergency Cash Transfer Project (ECTP) targets 1.5 million vulnerable beneficiary cases (over 9 million people) across all Yemen districts and governorates with unconditional cash transfers in response to the socio-economic crisis. The ECTP is being rolled out nationally by UNICEF as the executing agency, with funds and technical assistance from the World Bank through the International Development Association. UNICEF has established a Project Management Unit (PMU) with staff members operating in Yemen and Jordan, to oversee the implementation.

Thanks to the project success, established networks and protocols, PMU is now implementing the emergency teacher incentives (ETI) which foresees monthly payments to about 136 thousand teachers and support staff.

The ECTP and the ETI require the implementation of Management Information System (MIS) solutions that support the necessary emergency payment delivery functionality and ensure the security of beneficiary data. The solutions rely heavily on technology and use agile methodology and open source, i.e., cloud IaaS, Linux (CentOS), Postgres, JEE, Kibana and Trello. The poor ICT infrastructure in Yemen and especially the challenges in terms of connectivity, required the use of a distributed solution running mobile-MIS that replicate the deltas to cloud based IaaS main-MIS.

How can you make a difference?

To make a difference as the a Programme Officer (Fraud Analysis), within delegated authority, the incumbent will be responsible for the following duties:

  1. Plan, organize, conduct and manage investigations in collaboration with the Third-Party Monitoring Organization (TPMO) on presumed fraud and corruption, alleged misconduct, mismanagement of project funds, sexual exploitation and abuse (SEA), sexual harassment and other gender-based issues, or suspected violations of ECT protocols.
  2. Monitor ECT project real time data to identify potential fraud and corruption instances, identify associated high risks and propose corrective measures.
  3. Observe ECT MIS to identify fraudulent activity such as reports of lower, deduction or no payment of benefits and similar reports from other sources to detect fraudulent activity and recommend actions.
  4. Coordinate with the TPMO to investigate, validate reported information, conduct analytical review of findings and propose corrective measures.
  5. Prepare complete and concise investigation analysis and reports and other communications; review reports and other written submissions by the TPMO.
  6. Maintain an up to date fraud analysis log and dashboard to improve efficiency and effectiveness and to determine existing fraud trends by analyzing data to identify trends and patterns.
  7. Ensure the confidentiality of all information collected during the investigation.
  8. Generate reports and risk management reports for decision making and identify system improvements to prevent fraudulent activities, as well as recommend anti-fraud processes and protocols.
  9. Work collaboratively with contract managers to ensure actions are taken in accordance with ECT protocol and operating procedures.

To qualify as an advocate for every child you will have…

  1. A Bachelors’ degree in Accounting, Audit, investigations or a related field. Certifications in internal auditing/ Information system auditing/Fraud risk management is desirable.
  2. A minimum of two years of progressively responsible experience in investigatory work.
  3. Experience in investigation management and administration, together with supervisory functions, is required.
  4. Experience with an international or multilateral public institution is desirable.
  5. Ability to work with a team as well as independently in a multi-cultural and gender-sensitive environment.
  6. Experience in Cash-Based intervention is an added asset.
  7. Relevant experience in a UN system agency or organization is considered as an asset.
  8. Familiarity with emergency is considered an asset.
  9. Fluency in English & Arabic are required.
