The camps are considered to be among thedensest urban environments in the world, but because camp structures were built for temporaryuse, over the decades the buildings have become overcrowded, critically substandard and inmany cases life-threatening. Launched in 2007 to address the deteriorating environments of thecamps, the Infrastructure and Camp Improvement Programme (ICIP) adopts an integrated,comprehensive, participatory and community-driven improvement of the built environment ofPalestine refugee camps.Do you want to make a lasting difference?If you are looking for a rewarding opportunity to make a tangible difference for one of the mostvulnerable communities in the world, UNRWA would like to hear from you.The main responsibilities include: Providing technical guidance on various aspects of the environmental infrastructurecomponent related to sewerage collection, treatment, disposal and use, management of storm water run-off and drainage, and on management of water supply and distribution networksas follows:- Assessing the needs and infrastructure problems in the refugee camps as relatedto sewerage collection, treatment, disposal and use, water supply and distributionnetworks, the storm water run-off and drainage to determine the services andfacilities required to meet these needs;- Providing technical recommendations and guidance to develop sustainablesewerage, drainage, storm water run-off and water infrastructure; preparingguidelines or tools for development of community participation and awareness intheir maintenance;- Advising the supervisor on all aspects relevant to various stages of related projectsdevelopment including proposals, planning design, and construction that will beimplemented by respective Field offices;- Preparing/reviewing terms of reference of feasibility studies, appraisal of feasibilitystudies, and preliminary and detailed technical designs for projects, with respectto sewerage, drainage, storm water run-off and water infrastructure projects. Planning, developing and supervising or reviewing designs of water supply and distributionnetworks, sewerage collection, treatment, storm water run-off and drainage components ofthe Infrastructure and Camp Improvement Programme Agency-wide, including resourceplanning; creating detailed designs of water, sewerage and drainage systems, when needed,using modeling software; Assessing project works related to water supply and distribution networks, seweragecollection, treatment, disposal and use, storm water run-off and drainage, through Fields’visits and/or reviewing Field’s related progress reports, ensuring that works, design andrelated activities/interventions undertaken are in accordance with the approved policies,strategies, standards, procedures and best practices; Developing UNRWA policies and strategies, manuals, instructions and guidelines in the watersupply and distribution networks, sewerage collection, treatment, disposal and use,management of storm water run-off and drainage sector including maintenance works in linewith other UNRWA general policies; contributing to the Design Manual and the “CampImprovement Manual” and other technical instructions in the area of environmentalinfrastructure related to water supply and distribution networks, sewerage, storm water runoff and drainage; Preparing for the supervisor’s approval procedures and instructions related to establishmentsand periodic upgrading of camp-by-camp situation analysis to identify problems, needs andpriorities, to ensure adequacy and continuous maintenance of water supply and distributionnetworks, sewerage collection, treatment, disposal and use and management of storm waterrun-off and drainage; Supervising the work of relevant consultants engaged by the Department of Infrastructureand Camp Improvement at HQ Amman and the Fields when needed; Planning, recommending and supervising the Department training programme in the area ofwater supply and distribution networks, sewerage collection, treatment, disposal and use, andmanagement of storm water run-off and drainage.To qualify for this position, you will need:Education An advanced university degree (Master’s or equivalent) from an accreditededucational institution in Civil, Infrastructure or Environmental Engineering; afirst-level university degree in combination with three additional years ofqualifying experience may be accepted in lieu of an advanced universitydegree;Knowledge of appropriate computer applications such as AutoCAD,infrastructure engineering software, such as Infrastructure Design Softwareand/or other related software;Knowledge of the latest development of new materials and methods and theirimpact on design and construction.WorkexperienceAt least eight years of progressively relevant experience in environmentalengineering, including design, construction, project planning, managementand contract administration, related to water supply and networks, seweragecollection, treatment, disposal and use, management of storm water run-offand drainage;Experience of computer applications relevant to environmental engineering.Language(s) Excellent command of written and spoken English and Arabic.You will also need to demonstrate the following competencies:UN Core Values of Professionalism, Integrity and Respect for Diversity and Core Competenciesof Communication, Working with People and Drive for Results apply by default.
