In this role,you will be responsible to the Director of Health and in close coordination with chief fieldH E A L T Hhealth programme and other health management in all five fields. You will have theopportunity to provide technical guidance and supervision to Field Nursing Officers, DeputyField Nursing Officer (Gaza) and Area Nursing Officers in West Bank, Lebanon Field Officeand Syria as well as other paramedical staff in all five fields indirectly through respectiveAline managers.The main responsibilities include: Planning, directing, monitoring, and evaluating UNRWA’s nursing and midwiferyservices; ensuring that nurses and midwifes skills are updated and their competencemaintained in order to provide competent and safe care to beneficiaries; Developing the nursing policy and the nursing and midwifery strategic plan within aframework of continuous quality improvement, professional self-regulation andlifelong learning; Developing mechanisms for comprehensive capacity building analysis to identifyneeds in all settings in which nurses and midwifes work; using the results of thetraining needs analysis to develop annual training and continuous professionaldevelopment plan, and ensuring proper implementation and monitoring of the plan; Fostering a positive practice environment for nurses and midwifes at the UNRWAhealth services to increase job satisfaction, retention rates, and improve teamwork; Providing strategic and technical guidance and direction to Field and Area nursingofficers, participating in their recruitment, selection and performance assessment; Participating in the planning process of the health department and developingcoordination and communication mechanisms with all Chiefs and other senior staff inHealth Department, Headquarters Amman (HQA) to ensure proper delivery of nursingand midwifery services; contacting related NGOs, ministries of Health, WHO and otherrelated organizations, as necessary; Developing and maintaining mechanisms for reporting, to ensure that evidence anddata are regularly collected, analysed and reported upon, in coordination with theOffice of the Director; leading on the strategic analysis and interpretation ofperformance data and advising on trends analysis; Keeping abreast, and building awareness, of new approaches, best practices andmethods of work reflecting global and regional trends and experience in Nursing andMidwifery services; determining research and development areas; reviewing andrecommending as appropriate areas of intervention, including revision of relevantpolicies, procedures, norms, instructions and implementation methods, to ensureadequacy and relevance of reforms and initiatives; Coordinating the programme’s activities and initiatives by working with the Chiefs ofother Divisions within the department, and with other departments in Headquartersand the Fields, to ensure integration and cohesion in fulfilling the Agency’s objectives;establishing and maintaining constructive work relationships with counterparts in theHost authorities within the area of operations, UN Agencies and non-governmentalorganizations, for coordination of common activities and maximize the impact andvalue of the programmes; Being responsible for appropriate communication of the Nursing and Midwiferyprogramme’s planning, key outputs, and achievements within the department, acrossthe Agency, and externally in reports, press releases, donor communiques, briefings,and presentations, in coordination with the Office of the Director; Supporting the Director of Health in the strategic planning of departmental activities,including strategy formulation, budget preparation, advocacy, fundraising and projectdevelopment for the department’s interventions; Providing strategic and technical leadership for the Nursing and MidwiferyProgrammes Agency-wide to achieve policy objectives in alignment with the widerstrategies and policies of the department and the Agency; overseeing theimplementation and monitoring of Nursing and Midwifery Programmes Agency-wide;planning, directing and managing the activities; establishing the annual work plan andfollows up on its implementation through setting priorities, provision of necessaryadvice and guidance to the staff in the Fields including senior health managementteams to meet the set objectives and ensure optimal coordination and integration inthe work; ensuring efficient utilisation of resources.To qualify for this position, you will need:Education A university degree from an accredited educational institution in nursing;An advanced university degree from an accredited educational institution innursing, midwifery and/or public health;Training in management or human resources development;Who we areFor 70 years, the United Nations Relief and Works Agency for Palestine (UNRWA) has beenworking on the ground in five fields of operations in Jordan, Lebanon, Syria, West Bank andthe Gaza Strip providing direct assistance and protection for some 5 million Palestine refugeesin the Middle East.
