Job Description and Requirements

JOB TITLE:  Health Officer
TEAM/PROGRAMME: Community Health services / Health program
LOCATION: Refugee campsPOST TYPE: National 
External representation and communications: Level (3)-Contacts that require the exchange of detailed explanations or discussions on matters concerning policies, regulations, programs, and services and representation of SCJ at the local level or with mid-level counterparts within the relevant organization.-Moderate impact on the reputation and performance of the organization 
CHILD SAFEGUARDING: Level (3) – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people 
ROLE PURPOSE: The Health Officer is responsible for providing management leadership and oversight in implementing all the programme interventions in development.  S/he will work with the relevant partners and SCJ programme staff to ensure the timely implementation, quality and relevance of the Health projects. S/he responsible for providing management and operational guidance to field teams and ensuring that high-quality activities are implemented in a timely manner, ensuring the reporting requirements are met in a timely and quality manner.  S/he will liaise with and advise PDQ team in coordination with the project manager concerning relevant technical or quality issues associated with the programme in order to facilitate any necessary changes in programming design.S/he will also define the project’s objectives and oversee quality control throughout its life cycle. 
SCOPE OF ROLE:Reports to: Projects ManagerStaff directly reporting to this post: Field Coordinators and any other staff as designated/assigned by the project manager. 
KEY AREAS OF ACCOUNTABILITY:Support the program manager in donors, partners, ministries, and other meetings and represent SC.Work closely with human resources, finance, logistics, and security department to assure high quality of program deliverables. Provide supervision and guidance for the daily community health activity of the health team and volunteers force in the camp.Provide ongoing support to the project field staff as well as partner agencies and community groups, and ensure ongoing exchange of information between the partners and project senior staff.Produce weekly, monthly, and annual reports to management, partners, and donors.Coordinate with the technical team, other projects managers, and media and advocacy department on the project activities.Support in the planning and development of the program in the camp and related governorate.Assist in the development of all SCJ -related surveys, health surveys, and other appropriate field-based studies.Ensure that the project activities are carried out in the area according to UNHCR and SCJ requirements and standards.Ensures that the health team adheres to humanitarian principles, code of conduct, child protection policy, and SCJ policies, practices, procedures, and applicable Jordan regulations.Track budget expenses by comparing the budgeted amounts with the actual costs of the activities in coordination with logistics and finance.Document best practices and lessons learned during the implementation of the project and look into ways how to improve processes and procedures.Work on the design and the development of the program’s annual and quarterly work plan for activity implementationTrack the work plan and compare it with the goals achieved and look into ways of achieving the targets throughout the implementation of the project.Undertake any other relevant responsibilities assigned by the PM.

QUALIFICATIONS AND EXPERIENCEEssential:Bachelor’s Degree in Public Health – medicine – pharmacy or any related health field  Substantial 5- 7 years’ experience preferably Health sectorProven technical skills with effective personal communication skillsExcellent planning, management, and coordination skills, provide support and guidance for the staffStrong communication (written and spoken), and interpersonal skills in English and ArabicAbility and willingness to travel within Jordan.*** Qualified Male and Female Candidates are welcome to apply.
