1-  Community Based Youth Programming Toolkit Development Consultant
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
External consultant to design and package a practical resource for designing and implementing programmes with and for youth
The specific objectives of this consultancy are to:
The objective of the consultancy is to produce a toolkit and related training manual centered around designing and implementing youth programmes with and for youth. 
  • Analyse existing materials and tools to extract relevant content which can be included and/or adapted to be part of the toolkit.
  • Create a technical toolkit specific to youth programming to be used by NRC, partners, and  community based organizations. The toolkit must be user friendly and field oriented, with practical tools that are easy to use within a local level youth programme and should use existing materials.
  • Assure that materials are appropriate to the Jordan context.
  • Develop a toolkit training manual including training modules corresponding to the toolkit content. This could be in the form of a basic guide or powerpoint presentations with relevant corresponding lesson plans or handouts. The training should be designed to be interactive in approach and methodology.
  • Prepare an orientation workshop on all materials for NRC Youth team. This team will comprise of programme managers, technical advisors and trainers who will eventually conduct the training with Community Based Organizations. It should be primarily designed to ensure trainers acquire a solid understanding of the material the will then be used to train Community Based Organizations working with young people.
Qualifications and Experience
The consultant must demonstrate the following qualifications:
  • Thorough knowledge of and experience working in Jordanian or MENA youth context
  • Extensive skills in sourcing, drafting and packaging educational curriculum and materials
  • Extensive experience in youth programming
  • Experience with materials addressing all educational content listed in Specific Objectives above
  • Experience in humanitarian/refugee/camp educational contexts and/or complex environments
  • Experience working with humanitarian organizations; in particular experience working with local community based organizations
  • Experience in capacity building of local organisations
  • Fluency in English, both written and verbal. Arabic language skills are an advantage.
  • Relevant university qualifications
  • A minimum of ten years of relevant professional experience

2-  Livelihood Officer “Nationals Only” – Re – Advertised
Role Specific Information
The Livelihoods Officer will focus on identifying and screening both job seekers and employers for NRC’s Transitioning to Employment (T2E) program. T2E is a demand driven and relationship
dependent employment services program, focused on structured selection and personal engagement with both employers and job seekers.  The Livelihood Officer will be responsible for identifying, assessing, and interviewing job seekers and employers. Specific tasks include the collection, management, and protection of job seeker data; field visits to participating employers; conducting both quantitative and qualitative data collection; and field level reporting. The officer must possess strong communication skills and be able to deal with stressful timelines.
Our Ideal Candidate
We are seeking a university graduate in Business Administration or related fields with a minimum of two years of experience, preferably in Recruitment “Recruitment Agencies”, Business Development or similar fields as a Business Partner or equivalent.  Our ideal candidate must have proven previous experience in closing targets & the ability to sell HR services. To succeed in this position, you must be target driven & enjoy challenges, you must be resourceful & able to find creative solutions to tackle difficult markets. Specific responsibilities:
  • Carry out job seekers and employer assessments
  • Carry out all relevant quantitative and qualitative information collection activities associated
    with T2E
  • Maintain relationships with employers and partners through various communication
    channels
  • Write up field level reports and effectively share information throughout the T2E team
  • Collect, process, and manage all relevant data from employers and job seekers
