The Staff Contracts Management Officer reports to the  Head, International Personnel Services Section (HIPSS), Headquarters (Amman) .  In accordance with the established Agency policy and procedures , the incumbent will:
Primary Duties and Responsibilities
·            Manage the contract cycle for international staff to ensure timeliness and accuracy by:
–             Overseeing preparation of documents such as LOAs and OOA, separation and termination letters, SLWOP letters, transfer to other Agencies, contract extensions, confirmation of probation period, etc. of all international staff;
–             Supervising section staff and ensuring adequate level of performance.
·            Prepare statistical analysis and data in response to internal and external information requests, including donor, JIU, ICSC and CEB inquiries; prepare input for quarterly and annual reports and audit requests; prepare the delegation of authority report and other recurring and ad-hoc reports related to all international staff Agency-wide;
·            Support the HIPSS in coaching, training and providing guidance to the section’s staff, preparation of data and reports in a presentable, clear and accurate format to support management review and guide decision-making;
·            Assist Entitlements Officer in respect of a designated group of clients/offices, by performing necessary actions related to the employment cycle in a timely and accurate manner to ensure that the required client employment status is up to date and related documentation are processed timely for the end payroll result; oversee preparation,  follow up, and distribute key employment related documents such as but not limited to new offers of appointment, letters of appointment, contract extensions, salary increments, promotion letters,  Certificates of employment, Testimonials, TSA letters, Special leave with/without pay/with half pay, sick leave, administrative details and fact sheets, miscellaneous correspondence; contact clients by telephone at on boarding and prior to separation to verify accuracy of information and address any questions/concerns;
·            Be responsible for the analysis, synthesis and clarification of UNRWA/UN Regulations and Rules for the timely and accurate management of contracts to concerned staff and managers;
·            Research precedents and other background information required for review of requests for exceptions to the Staff Regulations and Rules and make recommendation for Management review/decisions with full supporting documents and references; research new HR policies and changes adapted by the UN Secretariat and other UN Agencies and assists in the development of Administrative guidelines, practices and procedures in line with UN Regulations and Rules;
·            Be responsible for drafting and issuing IPS/DHR bulletins/circulars in a timely manner depicting accuracy and formatting of data; establish, maintain and update Policy files related to subject entitlements; collaborate as required in developing policies, guidelines and other regulatory issuances.
 Professional Knowledge and Experience
·            A university degree from an accredited educational institution in business or public administration, human resources management or other related field ;
·            A minimum of six years’ experience in personnel management including experience in entitlement administration and servicing in a governmental, international or large commercial organization  and client services ;
·            Excellent command of written and spoken English .

·            Planning and Monitoring:  Foresees risks and allows for contingencies when planning; uses time efficiently and effectively; identifies priority activities and assignments; monitors progress and adjusts priorities as required
Desirable Qualifications
·            Training/professional qualification in personnel management;
·            Familiarity with UNRWA and UN practices, Regulations and Rules .
Additional Information
·            The incumbent of this post will be required to work beyond regular hours and travel when   necessary in UNRWA’s area of operations.
Equivalency
When the minimum requirements are not fully met, Field Director for Field Area staff and Director of Human Resources for Headquarters Area staff, in consultation with the concerned supervisor may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
Conditions of Service:
The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary JD 1028.90 plus senior professional officer allowance of 25% of the basic salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
