UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. Procurement and Contracts Officer

The incumbent works under the general direction of Head Contractual/Transactional Procurement Section. Decisions and work plans are made independently in line with the Section Head’s general direction and the Agency’s procurement and contracting policy and procedures. The incumbent practices technical and administrative supervision over the staff assigned. This position reports directly to Head Contractual/Transactional Procurement Section. In accordance with Agency policy and procedures, the incumbent will:
Primary Duties and Responsibilities
·Manage, monitor and coordinate procurement and contracting team activities and provide technical, administrative support and advice; update the team with the changes in guidelines, instructions and procedures; oversee and monitor the entire procurement and contracting process to determine the level of service and to measure the team performance and proposing development plan;Contribute to the establishment, development and management of the annual section work plan; and assign the work of processing the procurement requisitions and contracting of various types of goods and services to ensure the delivery of services to the users in timely manner as required;
·Coordinate the submission and receipt of requirements from Agency users in accordance with the annual procurement plan; ensure that all requests are in compliance with relative procedures;
·Supervise the team’s issuance of international and local Requests for Quotations, Proposals and Tenders; monitor the bid analysis, and contract proposal submissions for the recommendation of award;
·Oversee subordinate staff on matters related to review of materials, submission of claim against suppliers’ short deliveries; non-delivery and the delivery of the defective supplies; monitor the requests for samples by procurement officers;
·Participate in negotiations with suppliers; market research, evaluation and monitoring the suppliers’ performance, tenders’ evaluation committees or with project evaluation team members from other departments;
·Represent the Section Head in his/her absence.
Professional Knowledge and Experience
·University degree from an accredited educational institution in business administration, supply chain management, procurement, logistics contract law, or related fields, plus additional courses or training in procurement, inventory management, contracts management and accounting;
·At least six years’ experience in supply chain management or procurement involving procurement planning, contracting, data processing and quality management with four years in a senior managerial level;
·Excellent command of spoken and written English.

Desirable Qualifications
·Advanced professional certification from an acknowledged professional procurement or logistics organisation;
·Membership in an acknowledged procurement or logistics professional organisation;
·Experience in development of training plans and course scheduling;
·Valid driving license.
Equivalency
When the minimum requirements are not fully met, the Director of Human Resources, in consultation with Director of the Administrative Support Department, may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
Conditions of Service
The fixed term appointment is for 3 years including 1 year probation period. Monthly basic salary JD 1,028.90 plus senior professional officer allowance of 25% of the basic salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance (if applicable).
