Team Purpose

Work with others to toward Oxfam vision for Economic Justice programme in Jordan: Conflict affected young men and woman in Jordan are able to enjoy their economic rights and are more resilient to shocks through more equitable access to sustainable livelihood opportunities and control over productive resources.

DIMENSIONS:

• Work pattern is a mixture of proactive and project work, no routine and often high pressure.
• Required to make sound judgements regularly within agreed processes using a good understanding of the team and the abilities of the team.
• Assist the project team for quality delivery of the programme, building accountability and documenting learning.

Job Purpose – Key Responsibilities and Accountabilities

  • Facilitate the implementation of livelihood activities for the project that include the Income Generating Activities, Market Support and Gardening initiatives in Za’atari camp through coordination with team, stakeholders and consultants
  • Represent Oxfam at district level coordination meetings and update line manager accordingly
  • Responsible for beneficiary selection, verification and registration for livelihood related components of the project.
  • Set up Income Generating Activity Groups (IGA) in Za’atari camp through facilitating the formation of groups and operation of IGA groups
  • Support the development of training modules and capacity building (where necessary) directly to community and staff in livelihood related topics.
  • Liaise with partner(s) at field level to ensure strengthening of capacity for IGA groups and garden beneficiaries
  • Within the context of a longer-term strategy to livelihood support and vulnerability reduction, produce technical support materials and guide program teams on the delivery of mechanisms that will ensure effective implementation of livelihood interventions.
  • Understand the links and explore the opportunities for livelihoods recovery within the context of chronic vulnerability and civil society development. Encourage ways to practically consider gender in emergency response and devise ways to focus on women rights within the livelihoods work.
  • Work closely and Provide technical guidance to partner organizations to carry livelihoods assessments and to give advice on appropriate livelihood programming based on the results of the assessment and related information.
  • Provide close monitoring to the implementation economic justice related activities by partner and if needed, support to the partner into the right track in order to achieve the objective
  • With the support from the MEAL Officer, contribute to preparation of monitoring tools (PDM) and evaluation design/plan for economic justice programs, including supporting the analysis of monitoring information to assess process and progress against objectives.
  • Work in close collaboration with the Economic Justice Project Manager to develop ways of working that ensure early recovery and build resilience of communities.
  • Produce weekly and monthly reports on progress and challenges
  • Any other duties and tasks assigned by Economic Justice Project Manager.
  • Build and maintain good relationships with communities within Za’atari camp, and support in improving work procedure  and solving day to day issues and problems of camp-based activities.

Technical Skills, Experience & Knowledge Essential

  • Graduate from a recognised university
  • At least 3 years recent and relevant experience in a similar role
  • Extensive knowledge and experience of livelihood programs
  • Experience in setting up and managing Income Generation Activity Groups(IGAs), Business Management and Market Assessments is desirable
  • Experience in capacity building of communities in Low Input Gardening and management of cluster committees for gardens
  • Able to collect, enter and analyse data against project indicators;
  • Experience of working in a multicultural team;
  • Good coordination skills; and strong commitment to gender equality and social justice;
  • Excellent communication and interpersonal skills;
  • Proven knowledge of computerised systems; high degree of computer literacy and word processing                Ability and experience to train people;
  • Spoken Arabic is essential
  • Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies.
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations. Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions possibly senior government levels.

In MENA, Oxfam works in development, humanitarian, and campaigning, with a large part of the current transformation focused on becoming a major influencing & advocacy, knowledge-for-impact and global reach organisation.
Oxfam has set up a MENA regional platform delivering support to and contributing to enhancing program design and implementation in the 11 countries where it is currently present.
Oxfam is looking for a Personal Assistant to the OI Regional Director, who will also act as Team Administrator, to be based in Amman. The candidates’ eligibility to work in Amman may determine the final location of this position.

Team Purpose

The OI Regional Director is responsible for setting and delivering a regional strategy and impact at scale, while ensuring the performance and the risk management of the region and countries.

Job Purpose – Key Responsibilities and Accountabilities

The Personal Assistant provides high level support to the Regional Director.  The administrative part of the role is to manage and develop administrative functions for the regional platform.
Key responsibilities of the Personal Assistant – 60%
  • Prepare responses, and reply as appropriate, on behalf of the Regional Director RD), to incoming mail (electronic and paper)
  • Proactively manage the Regional Director’s email, in-tray and diary, and ensure appropriate priority is given and action is taken in response
  • Handle confidential information and sensitive issues reliably
  • Manage the flow of information between the RD, region, OI Secretariat, Partner Affiliates and Executive Affiliate’s Back Offices to ensure issues are delegated appropriately; keep the RD briefed during absences from the office and on their return; keep the right staff informed of issues they need to be informed about
  • Coordinate and support the compilation of Quarterly Reports
  • Plan, coordinate and set up all necessary regional meetings, provide agendas in advance and provide meeting minutes/action points after the meetings
  • Attend meetings and where needed take minutes, notes, and/or action points for the RD and see to timely follow up
  • Arrange external appointments for the RD throughout the region and elsewhere, with inter alia Government officials, donors, media, academics.  Develop and maintain a contacts database
  • Ensure that the RD is well informed of and attends or responds to key events and issues, both internal and external
  • Manage the RD’s diary, ensuring that essential appointments are made and followed through each day; ensure that the RD has time to prepare for these meetings where required
  • Develop a good understanding of the RD’s work relationships, including staff, affiliates and partner organisations, and manage communications sensitively and effectively
  • Maintain positive working relationships with Regional Platform team members and key stakeholders of the platform
Key responsibilities of the Administrator – 40%
  • Type, process and file correspondence, reports and other materials
  • Maintain effective filing, archiving and record keeping systems, both paper and electronic
  • Arrange meetings as required and manage information to support these meetings
  • Manage information and other resources in support of effective communications and decision making processes
  • Make suitable and efficient travel arrangements and undertake all associated administration, including visa, currency and follow up paperwork (e.g. expenses)
  • Support RP members on organising meetings, including regional meetings and events
  • Support RP members by providing advice and guidance in handling organisational and administrative tasks
Technical Skills, Experience & Knowledge 

Essential

  • Substantial experience (at least five years) of providing personal assistant support in a similar role
  • High level of tact and diplomacy and the ability to use appropriate styles and methods of communication to ensure a professional yet personal customer service
  • Judgement and initiative to (a) anticipate the RD’s standard responses and preferred courses of action and (b) to identify when the RD or another member of the RP should deal with an issue directly or guide the response
  • Ability to handle sensitive and confidential information in a discrete and professional manner
  • Proven administrative experience and excellent organisational skills, able to work as part of a disperses, multi-disciplined and multi-cultural team
  • Self-management, including the ability to prioritise own workload and work independently, with a commitment to meet deadlines
  • Proven ability to remain calm, focused and organised and to deliver results on time when under pressure and with rapidly changing circumstances
  • Commitment to Oxfam’s overall aims and policies and experience of promoting gender equality and diversity and the interests of marginalised people in all aspects of Oxfam’s work
  • Ability to travel within and across the countries in the region
  • Excellent written and spoken English
