Training Coordinator

Duties
Basic Function of the Position –The incumbent of this position will be the point of contact for all training activities at post. The incumbent will plan, coordinate, and evaluate training needs and is specifically responsible for the following functions:  1) coordinate training requirements on behalf of International Cooperative Administrative Support Services (ICASS) system service providers and in cooperation with requesting offices, 2) plan, develop, and deliver associated training and development plans, 3) identify training and development opportunities, especially those available locally, 4) develop a strategy to evaluate employee skills, and 5) advise the Post (ICASS) Training Committee, Management Counselor and Senior Human Resources Officer (S/HRO) on professional training and development matters.  Works with Regional Training Coordinators and other entities such as Bangkok, Foreign Services Institute (FSI), Regional English Language Office (RELO), and the Regional Language Coordinator to harmonize and improve the delivery of training across all grades and at all levels.
Qualifications and Evaluations
Requirements: EXPERIENCE: At least 3 years of progressively responsible experience in the field of Human Resources Training and Development is required. JOB KNOWLEDGE: Extensive knowledge of Mission Local Compensation Plan, Employee Handbook and the Department of State training regulations as well as the Mission Training policy is required. Thorough knowledge of Department of State Human Resources regulations regarding LE Staff is required.
Education Requirements: Bachelor’s degree in Human Resources, Management, Business Administration, Public Administration, Communications, English Language, Law, and Social Behavioral Science is required.

Evaluations: LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing of English is required.  Level 4 (Fluent) Speaking/Reading/Writing of Arabic is required.  English proficiency will be tested   SKILLS AND ABILITIES: Strong written and verbal communication skills, the ability to multitask and strong technical skills, including proficiency with Microsoft Office applications and the operation of media equipment, such as projectors, DVD players and personal computers. Advanced organizational skills with the ability to handle multiple assignments. Hands-on experience coordinating multiple training events. Excellent interpersonal skills; ability to communicate and relate well with others from a variety of backgrounds and levels.

* IMPORTANT:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.  Acceptable documentation must be submitted in order for the preference to be given.
** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
