1- WASH Team Leader
Functions
  • Supervision of construction activities for the privet latrines 
The WASH Team leader is responsible and accountable for the construction of the privet latrines work in Azraq camp, mainly to ensure of the work is accomplished with expected outputs, quality, efficiency as per project log frame and action plan:
  • Organisation and planning 
  • The WASH Team leader, in collaboration with the Project Manager, is responsible to supervise the work of the WASH Assistant in close coordination with the Project Manager.
  • S/he is responsible to provide the WASH Assistant with constructive advices and directions as required, including to oversee the day-to-day construction activities in different project locations, monitoring of the work quality and progress as per the project action plan.
  • The WASH Team leader is responsible for planning and overseeing resources and logistical requirements for the implementation of the privet latrines, and reporting the needs of the program to Project Manager.
  • Ensure that the technical tools, construction materials and time sourced all together for implementation of the project based on the target project plans.
  • Supervise the implementation for the privet latrines in selected villages according to a pre-established schedule.
  • Determines engineering requirements by conducting inspections and analytical tests and analysing data.
  • Prepares technical drawings and BOQs, including the preparation and review of technical drawings, schematics and diagrams (including using computer applications (such as Auto-Cad), developing clear specifications, Bills of Quantities and Scope of Works as required.
  • Carry out regular daily field visits to monitor and follow up on the implementation of the ongoing activities, Identify and anticipate problems or constraints and propose solutions and possible improvements.
  • Keep updating and archiving the follow up and progress data in an organized way to be used a reference and to be analysed in addition to monitor the activities’ indicators.
  • Monitor materials quality and do technical inspection for each material delivery or constructed work, and present material technical inspection report for the PM.
  • Ensures compliance with ACTED policies, camp SOPs and guidelines.
Develop and ensure applying safety procedures and standards.
  • Performance and quality control/monitoring
  • The WASH Team leader is responsible for performance and quality oversight of the team, to ensure that standards and indicators are being met. This includes designing and implementing quality and performance improvement systems.
  • The WASH Team leader is responsible to monitor the IBV’s daily activity, rotation cycles, agreement, attendance sheet and payment, and ensure all documents are updated and completed as per ACTED FLAT procedures prior to the payment conducted by finance.
  • The WASH Team leader is responsible for attending the info sessions, community representatives meeting and follow up the complaints.
  • Check the presence of staff and IBVs at the work and report any irregularity to Project Manager;
  • Ensure compliance and transparency within project documents, including but not limited to IBVs attendance sheet, agreement, payment sheet, project stock, beneficiary lists;
  • In coordination with Logistic officer, ensure there are an accurate records of project tools, materials and timely delivery to the working site;
  • In close coordination with Project Manager ensure there are a thorough and complete handover of the work to beneficiary after completion of the private latrine construction;
  • Ongoing trouble shooting and on-site training of staff to ensure continuous improvement
  • Skills development: the project Team Leader is responsible for the skills development of the construction team through development and implementation of field-level training and mentoring.
  • Knowledge: the WASH Team leader is responsible for developing the technical knowledge of the construction team.
    • HR and time management
  • The WASH Team leader, in collaboration with the Project Manager, is responsible for conducting staff job appraisals, quality control and disciplinary measures, and overall HR oversight of the team in adherence to ACTED’s policies.
  • The WASH Team leader agrees to work overtime if needed.
    • Information management
  • The WASH Team leader is responsible for sharing information both to the team and from the team to the Project manager and other programs.
    • Work relation with other department:
  • In close coordination with PM the WASH Team Leader will ensure to collaborate and coordinate the work 
               with other ACTED department in the camp. Including but not limited to Social mobilization team, 
               logistics, Finance, AME, PD and other ACTED projects in Azraq camp;
  • Reporting
  • The WASH Team leader is responsible for collecting and compiling daily / weekly / monthly monitoring data.
  • Reports over the achieved activities and provides analysis over the performed activities and highlight any burning issue and bottlenecks.
  • Collect photos of program implementation and ensure that donor visibility is respected.
  • Provide PD department with the weekly/monthly/ quarterly inputs, achievements, challenges and information might be needed for reports with coordination with the project manager.
  • Ad hoc reporting
  • The WASH Team leader is responsible for communicating issues, problems, challenges, or ideas to the project manager.
    • HR reporting
  • The WASH Team leader is responsible for ensuring that incentive-based volunteer (IBV) systems are established and working well.
  • Communication and Coordination
    • Communication with WASH team
  • The WASH Team leader will maintain open dialogue with all team members, and will treat all staff in a respectful way.
  • The WASH Team leader will keep regular communication with the Project manager.
    • Cross-program communication
  • The WASH Team leader will act as a clear communication channel between ACTED’s programs, contractors, sub-contractors and beneficiaries.
  • Security
  • The WASH Team leader is responsible for security management of his/her team and is responsible for knowing the location of all teams at any point in time, and to maintain regular communication with the team when in the field.
  • The WASH Team leader is responsible for immediately reporting incidences to the Focal Point and Coordination.
  • SKILLS AND EXPERIENCE
  • A minimum of two years of progressively responsible experience in related filed (WASH project, Construction of Sewerage network, water and wastewater network, civil work).
  • Bachelor Degree in Civil or Mechanical Engineering.
  • Previous work experience in refugee camps in Jordan, Humanitarian context is an asset.
  • Proficiency with MS Office software required (Outlook, Word, Excel, PowerPoint).
  • Demonstrated ability to anticipate challenges and problem solve
  • Excellent communication skills with demonstrated cross-cultural sensitivity and professionalism in written correspondence and report writing;
  • Able to work independently and as a team member, with consistent ability to take initiative;
  • Proven organizational skills and ability to manage multiple tasks with a high degree of accuracy and attention to detail, including the ability to prioritize in a fast-paced working environment;
  • Excellent ability to remain flexible while adhering to strict deadlines;
  • Excellent writing and editing skills;

2- WASH Assistant – Azraq Camp

Functions

Objective  1: Supervision in all the construction activities for the private latrines
  • Under the responsibility of the WASH Team leader, the WASH Assistant monitors the activities of privet latrines construction phase in the selected villages of Azraq camp.
  • Follow up the stock and material dispatch for the labours.
  •  Monitor the Progress of the construction activities and ensure they are implemented as per the technical specifications.
  • Ensure applying safety procedures and standards during the construction activities.
  • Ensure the construction tools and materials received are used for the project properaly and have a clear records of the tools and materials on daliy basis ;
 Objective  2:  Organizing allocation of labourer in the camp 
The WASH assistant is responsible for organizing movements of construction team (IBV) inside the camp and for monitoring their daily work in the field.
  • Ensure there are enough IBV manpower to conduct the work as scheduled/planned;
  • Ensure coordination with Team leader in case of IBVs absence or no show up at work;
  • Supervises the construction systems
S/he:
  • Supervises the daily activities of Incentive based volunteers (IBV’s) in the communal areas.
  • Ensures that IBV’s attendance sheets are compiled daily and collect all IBV’s-related documentation relevant to the ACTED work in the field;
  • Ensures ACTED policies & camp SOPs regarding IBV’s are rigorously implemented, and reports any irregularities to project Team Leader and Project Manager.
  • Implements proper and regular monitoring system for ACTED activities all designated work area.
  • Supervises the timely payments of construction IBV workers.
  • Remains in touch with the population to understand the needs, complaints, major events that may have consequences on the activities of ACTED.
  • Coordination with ACTED Social Mobilization team to ensure messages disseminated to the target community in the camp on ACTED project work plan;

  • Payment for IBV’s
Under the supervision of the WASH Team Leader and in coordination with the finance department, WASH Team leader will be in charge of the payment for the IBV’s on monthly basis.
Required Skills:
  • Baccalaureate or similar education degree with engineering technical background;
  • Familiarity with programming in the humanitarian context, (Previous Experience working in communities or in the camp setting).
  • At least one-year experience in the construction project (water, wastewater or WASH infrastructure).
  • Has a previous experience in field supervision and management.
  • Strong organizational and time management skills
  • Excellent written and oral communication skills
  • Excellent interpersonal skills including patience, diplomacy, willingness to listen and respect for colleagues and outside contacts.
  • Familiarity with the culture of the affected population, ability to communicate respectfully, sensitively and effectively with the affected population.
  • Good communication skills – an ability and willingness to work with people in difficult personal circumstances.
3-  Transparency & Compliance Officer
Job Purpose
The Capital Transparency/Compliance Officer contributes to (i) controlling, on a risk-based audit approach, the implementation of ACTED’s processes in compliance with ACTED’s guidelines, specific donor guidelines, best practices and national regulations in the relevant country; (ii) developing & actively contributing to action plans agreed with country coordination in order to mitigate the identified risks, and to cope with priorities, budget constraints and organizational context.
S/He provides technical support and capacity building to the country FLATS staff to implement the action plan and address the issues.
S/He also provides technical support for donor external audits and due diligences preparation and follow-up.
S/He should comply and ensure compliance to the audit code of conduct.
Objectives
  • Internal audit function: contribute to (i) controlling, on a risk-based audit approach, the implementation of ACTED’s processes at the capital, area and implementing partner level, in compliance with ACTED’s guidelines, specific donor guidelines, best practices and national regulations in the relevant country and (ii) developing and participating to action plans agreed with the Country Risk and Compliance Manager/Officer (if any) or country coordination;
  • Participate to donor external audits and due diligences preparation and follow-up;
  • Training, lessons learnt and best practices: provide training sessions to reinforce the compliance level of country teams and implementing partners, propose improvement to ACTED’s current procedures, based on lessons learnt and best practices;
  • Facilitate internal coordination and communication and the National Compliance Team.
Duties And Responsabilities:
1.Internal Audit
  • Participate to the implementation of the approved national internal audit plan: conduct internal audit missions through a risk management approach
  • Conduct country Internal audit missions, according to the approved Country Audit Plan, and ACTED internal audit methodology in accordance with the approved Terms of References (AUD-03);
  • Conduct Implementing Partners due diligences, participate to the mitigation plan follow-up;
  • Suggest measures for mitigating such risks to the Country Risk and Compliance Manager/Officer or to the Country Director, discuss the main findings and recommendations during the mission; draft an action plan (AUD-04B) to be discussed during the debriefing session;
  • Audit report: send the audit reports (AUD-04A) to the to the Country Risk and Compliance Manager/Officer or to the Country Director for review before regional and/or HQ approval;
  • Ensure the recommendation follow-up and actively participate in their implementation.
  • Implementation of the ACTED standard guidelines and FLAT System at the capital, area and partner’s levels: contribute to: 
  • Control the monthly flow of documentation from the Areas and Partners to the Capital office; Review documentation’s compliance on a random basis;
  • Compile, file and check all projects’ related financial, logistics, administrative, HR, and programme information (including documentation from the areas and the partners) in the designated project Compliance FLATS folder on a monthly basis (FLA 01 and FLA 03);
  • Identify the compliance issues by filling the compliance checklists (FLA 02);
  • Participate in drafting the Monthly Compliance Report (FLA 04) and the Audit TITANIC and obtain the Country Risk and Compliance Manager/Officer or CD review and approval and send it to HQ.
  • Participate in the weekly FLAT Meeting
  • When required, contribute to controlling the compliance with country rules and regulations. Upon request of your Coordination and in link with the Country Finance Manager: 
  • Support, in litigation cases (staff, suppliers, etc.) follow-up;
  • Support National and local legislation follow-up (tax exemption, social security, labour law etc.);
  • Tax/VAT exemption follow-up: control the ACTED compliance with tax laws and that tax/VAT exemptions are requested in a timely manner.
  •  Provide support to mitigate the high risks identified 
  • Provide technical support to the Finance, Logistics, Admin, Audit and Programme departments and participate to the action plan implementation to mitigate the risks identified in 1.1, 1.2 and 1.3 upon request of the Country Risk and Compliance Manager/Officer, the Country Director and / or the HQ Audit, Legal and Transparency Director.
2.External audit 
Contribute to the external audit and the due diligences preparation and follow up
  • Participate to the preparation of external audits and due diligences in close collaboration with the HQ Audit Department, the Country Finance Manager/Officer and the Country Director;
  • Analyze Grant contracts with donors and donor guidelines in order to know audit terms and conditions
  • Draft of the External Audit preparation (AUD-01) and update the Project, FLAT & External Audit Follow-up (AUD-00);
  • Contribute to train the implementing partners / country/area staff to the external audit preparation;
  • Contribute, in line with Country Risk and Compliance Manager/Officer and/or the Country Finance Manager in managing external audit preparation related to Implementing Partners expenses.
  • Contribute and facilitate audits and participate in kick off and close out meetings of each external audit;
  • Contribute to draft ACTED Management responses to the audit report, to be reviewed by the Country Risk and Compliance Manager/Officer and approved by Country Finance Manager and the Country Director first and then by the HQ Audit Department. Follow-up the reception of the signed audit report;
  • Contribute to ensure (i) the update of the External Audit Recommendations follow up (AUD-02) and (ii) the implementation of the recommendations from external audits;
3.Training sessions / lessons learn / best practice​​​​
  • Capacity building and Training
  • Provide practical training on specific areas of ACTED procedures;
  • Support compliance staff in the country.
  • Lessons Learn 
  • Contribute to proactive dissemination and use of knowledge gained through audit activities (internal and external audits) among international and national staff;
  • Upon request from the Country Risk and Compliance Manager/Officer, participate in kick-off /closure meetings to share lesson learnt from previous audits and highlight donor guidelines.
  • Process Improvement 
  • Participate to the reinforcement of current procedures, based on international best practices, donors’ requirements and results of internal & external audits;
4.Transparancey
  • Participate in minimizing risk of fraud and corruption by ensuring adherence to ACTED FLATS procedures, ACTED Code of Conduct and ACTED Anti-Fraud Policy;
  • Upon request of the Country Risk and Compliance Manager, the Country Director and/or the Audit Director, participate in Fraud cases investigations;
  • Upon request of the Country Risk and Compliance Manager if any or the Country Director, update the Fraud Register (FRA-04)
  • Actively promote ACTED’s anti-fraud and whistle blowing policy within all ACTED offices in country.
5.Internal Coordination
  • Ensure training and capacity building for the Compliance team members in order to increase the level of technical ability and skills within the department
6.Other
  • Provide regular and timely updates on progress and challenges to coordination and other team members;
  • Warn the Country Risk and Compliance Manager/Officer or HQ in case some major problems arise with a potential financial or reputational impact on the mission.
  • Perform any other related activities as assigned by immediate supervisor.

Qualifications
  • Bachelor’s degree in Accounting, Finance. Master degree is preferable.
  •   3-4 years of experience in Compliance and Internal Audit in NGO and INGO.
  •  Knowledge of local Laws and Regulations.
  • Good reporting and high communication skills are requested.
  • Proficiency in Arabic and English.
  • % of implemented external audit recommendations
